At the sitting on May 13, the Parliament is debating the annual report on the activities of the Human Rights Defender of the Republic of Armenia for 2024, the state of protection of human rights and freedoms, and the annual report on the activities of the Human Rights Defender of the Republic of Armenia as a national preventive mechanism for 2024. It is being presented by the Human Rights Defender of the Republic of Armenia Anahit Manasyan.
Touching upon the issue of the use of disproportionate force by the police, as well as the issue of guaranteeing the minimum rights of persons when deprived of their liberty, Anahit Manasyan noted that the institution records numerous cases of apparently disproportionate force. She spoke about the importance of overcoming the obstacles existing in the system and solving the problems.
The Defender underscored the necessity to provide the public with sufficient information about the use of special measures during assemblies.
“Our research has shown that more than half of the persons deprived of their liberty in Armenia are in custody, which is unacceptable from the viewpoint of international standards,” Anahit Manasyan mentioned. She expressed concern about the problems in a number of areas, spoke about the need to implement systemic reforms.
