The “CSO Meter 2024” Regional Report Has Been Published
Despite the ongoing security and political challenges in the region, civil society organizations (CSOs) continue to play an important role in promoting democratic reforms. They remain pillars of stability and democracy, and strengthening them remains of vital importance.
The 2024 Regional Report is based on data from six countries. It reflects the findings of continuous monitoring and comprehensive analysis of the civil society environment conducted by the CSO Meter expert group.
The report highlights three key priorities:

Ensuring a safe space, protecting civil liberties, and ending all forms of pressure on civil society;
Supporting the sustainability and survival of CSOs;
Promoting security in the Eastern Partnership region through the establishment of meaningful and sustainable dialogue with civil society.
According to the report, Armenia, together with Moldova, ranks as a regional leader in the overall assessment of the civil society environment among the Eastern Partnership countries, with Ukraine closely following. At the same time, Armenia significantly lags behind Moldova and Ukraine in the areas of “State Support” and “State–CSO Cooperation,” mainly due to an unfavorable tax policy for CSOs and donors, as well as the lack of a strategic approach to the development of the CSO sector.
