NA Chief of Staff, Secretary General presents 2024 State Budget Execution of National Assembly

At the joint sitting of the Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs of the National Assembly of the Republic of Armenia on June 6, the RA NA Chief of Staff, Secretary General Davit Arakelyan presented the 2024 State Budget Execution of the National Assembly.

In the reporting year, the budget of the National Assembly of the Republic of Armenia approved by the Law on the State Budget of the Republic of Armenia for 2024 amounted to 7,264,247,100 AMD.

In 2024, by the Government’s decision, 275,000,000 AMD was allocated to the National Assembly for the proper organization and holding of the 10th Global Conference of Young Parliamentarians of the Inter-Parliamentary Union. The National Assembly, from the allocations in 2024, redistributed 188,215,000 AMD from the Government’s reserve fund to finance the expenses considered a priority by the Government.

Davit Arakelyan reported that that the revised budget of the National Assembly of the Republic of Armenia for its 8 activities amounted to 7,321,702,100 AMD, cash expenditure – 7,155,871,100 AMD, as a result, the budget was implemented by 97.7%. The deviation between the revised budget and cash expenditure amounted to 165,835,000 AMD, which was also transferred to the state budget.

Compared to 2023, the cash expenditure in 2024 increased by 211,338,000 AMD or 10.3%, due to the expenses incurred within the framework of representative events, as well as improvements to the NA building conditions.

The Chief of Staff, Secretary General detailed the measures implemented by the legislative body.

The revised budget for 2024 for the measure Ensuring the activities of the RA NA, legislative, analytical and representative services amounted to 6,535,345,100 AMD, cash expenditure – 6,480,485,300 AMD, the budget was implemented by 99%. As a result of the reduction of expenses and effective implementation, 54,859,800 AMD was saved in a number of articles of the economic classification of budget expenditures: Expenses on foreign business trips, representational expenses, current renovation of buildings and structures.

Compared to 2023, cash expenditure in 2024 increased by 429,621,900 AMD, which is due to business trips, representation expenses, and the holding of the 10th Global Conference of Young Parliamentarians of the Inter-Parliamentary Union.

The revised budget of the event Training of State Servants of the RA National Assembly Staff amounted to 1,309,200 drams, cash expenditure amounted to 1,190,000 drams, 49 state servants were trained, the programme was implemented by 91%.

In 2024, the approved budget provided for the event Implementation of measures aimed at increasing the role of the RA National Assembly, 49,480,000 drams were allocated, cash expenditure amounted to 44,380,000 drams, the budget was implemented by 90%. As a result of the implementation of the events, 5,100,000 drams were saved.

Davit Arakelyan noted that events were organized for children affected by the flood in the Lori region of the Republic of Armenia, 60 students of the Summer School. A New Year festive concert event was organized for the little ones in the Parliament park.

For the implementation of the programme Organization of farewell ceremonies and funerals in the event of the death of citizens who have rendered special services to society and the state, assistance in the improvement of graves and the preparation and installation of tombstones, the National Assembly was allocated 2,277,400 drams by the Government decision, the cash outlay amounted to 2,277,400 drams, the budget was executed by 100%.

The adjusted budget of the event RA Membership fees to the international parliamentary organizations amounted to 127,486,800 drams, the cash outlay amounted to 127,407,800 drams, the budget was executed by 99.9%.

The adjusted budget of the event Support to parties and alliances of parties amounted to 491,403,700 drams, the cash outlay amounted to 396,181,600 drams, the budget was executed by 81 percent. 95,221,100 drams were saved, which is due to deductions from targeted financing amounts based on the relevant decisions of the Corruption Prevention Commission.

The approved budget for the event Improvement of the Technical Equipment of the RA NA provided for the purchase of administrative equipment in the amount of 82,602,300 drams, the cash outlay amounted to 72,371,000 drams, the budget was executed by 88 percent. Due to the procurement processes of goods, 10,231,300 drams were saved.

34,075,000 drams were planned for the event Improvement of the RA NA Building Conditions. The cash outlay amounted to 33,855,400 drams, the execution was 99 percent.

The rapporteur informed that within the framework of the International Partnership, the National Assembly held in Yerevan the 10th Global Conference of Young Parliamentarians of the Inter-Parliamentary Union, the 64th plenary session of the Parliamentary Assembly of the Black Sea Economic Cooperation(PABSEC), the regular session of the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe.

Davit Arakelyan noted that in 2024, the National Assembly continued to actively cooperate with the international partners. Programmes were implemented with the UNDP, the International Republican Institute (IRI), the National Democratic Institute (NDI), the Modern and Strong Parliamentary Administration (GIZ), the Parliamentary Centre, Canada) and the United States Agency for International Development (USAID).

Davit Arakelyan answered the MPs’ questions regarding the number of the NA business trips, expenses, as well as the training of staff members.
