The RA NA delegation participated in the work of the 32nd OSCE PA Annual Session going on in Portugal.
The member of the NA delegation Lilit Minasyan gave a speech in the session.

I would like to express my sincere gratitude to Mr. Winkler for his dedicated work on the resolution and for giving thoughtful attention to the evolving dynamics and peace prospects in our region.

Since our last session, we have made real progress. The draft Agreement on the Establishment of Peace and Interstate Relations between Armenia and Azerbaijan has been fully agreed upon, and negotiations on its content are now complete. We are now ready to discuss the signing of this agreement. We have publicly declared our readiness to sign it.
This is more than a political development — it is a turning point.
Our region has long been seen as a place of conflict and confrontation. Today, we have the chance to reshape that image — to show that even after decades of war and division, nations can choose peace through dialogue.
We believe that by doing so, we can offer a powerful message: that peace is not only possible — it is achievable through political will and mutual understanding.
We can become a positive example to others — that countries with difficult histories can still look forward, rather than remain trapped in the past.
A permanent peace between Armenia and Azerbaijan would allow both countries to flourish as transit and connectivity hubs, building bridges of commerce, energy, and people-to-people contact — and setting an example in a world where war too often seems easier than diplomacy.
We call on the international community to actively encourage and support both Armenia and Azerbaijan to move swiftly toward signing this agreement.
This is not a moment to wait — it is a moment to act.
