On July 29, the Regional Center for Democracy and Security presented its latest report, “Narratives of Division: Ruling Party-Linked Hate Speech Against Karabakh Armenian Refugees.”
The event brought together experts, civil society representatives, members of the diplomatic community, and journalists for an active discussion on the ways in which ruling party-affiliated figures and pro-government media have contributed to divisive narratives targeting Karabakh Armenian refugees.
Based on discourse analysis and interviews, the report examines how refugees have been portrayed as outsiders, deserters, or political threats. These narratives have been used to shape public perception, discredit dissent, and advance political agendas—undermining both social cohesion and democratic resilience in Armenia.
Participants discussed the construction and dissemination of stigmatizing narratives, their impact on refugee integration and civic trust, and the broader role of media and official discourse. The conversation also addressed policy recommendations aimed at fostering inclusive, rights-based public dialogue.
