STATEMENT OF THE EXECUTIVE BODY OF THE REPUBLICAN PARTY OF ARMENIA
The Republican Party of Armenia (RPA) is deeply concerned about the trilateral memorandum signed in Washington, D.C., viewing it as yet another dangerous (capitulation) document signed by Armenia’s rulers under the pressure of Azerbaijani aggression, unilateral demands, and geopolitical processes.
While highly appreciating the peace-making efforts of the President of the United States Donald Trump, it should be noted that by signing this agreement, the adventurous rulers of Armenia are putting Armenia’s sovereignty to a dangerous test, as well as sacrificing the rights of the people of Artsakh, legitimizing the fact of ethnic cleansing and homeland deprivation carried out in Artsakh by the Baku regime.

1. The memorandum exclusively expresses the interests of Azerbaijan, Turkey, and countries driven by geopolitical contradictions in the South Caucasus, at the expense of Armenia’s vital and security interests.
2. The memorandum ignored the mandatory requirement for the withdrawal of Azerbaijani forces from the occupied territories of the Republic of Armenia.
3. The Memorandum does not stipulate any obligation to release illegally detained Armenian prisoners and military and political leaders of Artsakh held in Baku prisons.
4. Instead of real international guarantees of the inviolability, security, and territorial integrity of Armenia’s borders, the agreement contains vague and unaddressed promises.
5. The memorandum lacks provisions on the protection of the property, cultural and spiritual heritage, as well as political rights of Artsakh Armenians.
6. Armenia’s agreement to dissolve the OSCE Minsk Group, the only internationally recognized negotiation format, is an unacceptable retreat from the well-known principles of conflict resolution, which is a consequence of obvious pressure on official Yerevan from Azerbaijan, and an international justification for the forced displacement of the Armenians of Artsakh.
7. The unilateral attack on the Armenian-Russian alliance by the Pashinyan administration, without providing realistic alternatives, disrupts the military-political balance, which is fraught with new threats and challenges for the state.
8. Like other important documents, the contents of this memorandum have been hidden from the citizens of the Republic of Armenia and the National Assembly. Decisions of vital importance cannot be made by a regime that lacks legitimacy within the country.

There is no doubt that the current developments in Armenia are the result of the pathological, anti-state and anti-people obsession of the ruling regime and its leadership to reproduce themselves at all costs, including violating national and state interests and engaging in geopolitical adventurism.

Under such conditions, any document regulating Armenian-Azerbaijani relations, including the Agreement “On the Establishment of Peace and Interstate Relations between the Republic of Armenia and the Republic of Azerbaijan,” cannot contribute to the establishment of a stable and just peace. It will also significantly limit the tools for ensuring the security and sovereignty of the Republic of Armenia and will tie the hands of the country’s foreign policy.
Clearly realizing the future challenges arising from this process and assessing the necessary actions in the current situation, we demand:
a) Make the immediate release of all Armenian prisoners of war and illegally detained persons arrested by Azerbaijan a priority on the agenda.
b) The withdrawal of Azerbaijani armed forces from the occupied territories of the Republic of Armenia without any preconditions, without linking it to an uncertain process of demarcation.
c) To record the protection of the right of return of Artsakh Armenians as an integral part of the process of stability and lasting peace in the region.
d) Establish legally binding international security guarantees and realistic mechanisms to ensure the territorial integrity of Armenia, as well as the peaceful development and vital interests of our citizens.
e) refuse to fulfill the demand implying the dissolution of the OSCE Minsk Group.
Taking into account the above, the Republican Party rejects the current rulers’ policy of unilateral concessions aimed at further violating Armenian interests as a result of their political and diplomatic failures.
Real peace and lasting stability in the region require solutions based on justice, balanced solutions acceptable to the parties, not residual outcomes built and imposed on coercion and geopolitical trade-offs.
Accepting peace and the absolutely sovereign operation of communication channels as the principle of the Republic of Armenia’s foreign policy, the Republican Party cannot accept the declaration of an unjust, forced, and not guaranteed peace as a real solution to the current situation, especially when the vital rights of the Armenian people, their territorial integrity, and the dignified posture befitting a sovereign state continue to be violated.
