On August 11, 2025, the European Parliament’s Chair of the Committee on Foreign Affairs David McAllister, Chair of the Delegation to the Euronest Parliamentary Assembly Sergey Lagodinsky, Chair of the Delegation for relations with the South Caucasus Nils Ušakovs, the AFET Standing Rapporteur on Armenia Miriam Lexmann, and the AFET Standing Rapporteur on Azerbaijan Dan Barna issued a joint statement in Brussels.
The parliamentarians emphasized the urgent need to address the unresolved issues concerning Armenian prisoners of war held in Azerbaijan and the displaced Armenians from Nagorno-Karabakh.
At the same time, they noted that adherence to the principles of the inadmissibility of the use of force would contribute to further progress in the border delimitation process and to the complete withdrawal of Azerbaijani forces from the territory of the Republic of Armenia in the near future.
They welcomed the clear commitment of the leaders of both states to uphold the UN Charter and the 1991 Alma-Ata Declaration.
The members of parliament highly valued the determination of the governments of Armenia and Azerbaijan to put an end to the decades-long conflict, as well as the negotiations held in recent years between the two conflicting states, which have taken place through the efforts of both the United States and the European Parliament.

We give high importance to the resolutions adopted by the European Parliament so far that condemn Azerbaijan’s criminal actions, in particular: the resolution “On prisoners of war in the aftermath of the most recent conflict between Armenia and Azerbaijan” (2021, No. 2693); the PACE resolution “On the Humanitarian Consequences of the Nagorno-Karabakh Conflict” (2021); the resolution “On the destruction of cultural heritage in Nagorno-Karabakh” (2022, No. 2582); the resolution “On the humanitarian situation in Nagorno-Karabakh” (2023, No. 2517); as well as the “Implementation of the common foreign and security policy- annual report 2023” and the “Implementation of the common security and defense policy- annual report” (2024, No. 2117).
We call on international partners to remain consistent in protecting the rights of the Nagorno-Karabakh refugees and in securing the release of Armenian prisoners of war, since, under the provisions of international humanitarian law, prisoners of war must be repatriated to their homeland and be protected from torture and inhuman treatment.
