Prime Minister Nikol Pashinyan introduced newly appointed Minister Arsen Torosyan to the Staff of the Ministry of Labor and Social Affairs.
First, the Prime Minister thanked Narek Mkrtchyan for his work as Minister and noted that under his leadership, significant reforms have taken place in the sector over the past 4 years, a significant part of which is currently under implementation. Nikol Pashinyan emphasized that reforms in all areas are of fundamental importance. “I am confident that we will continue them. You are aware that Mr. Mkrtchyan has been appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the United States of America, which is also an important mission, especially considering the strategic partnership between Armenia and the United States, which was established this year, as well as the unprecedentedly high level of relations between the Republic of Armenia and the United States established as a result of the meeting on August 8,” the Prime Minister said, thanking Narek Mkrtchyan for his work and wishing him success in the position as Ambassador.
Nikol Pashinyan noted that Arsen Torosyan is already one of the most experienced representatives of the political team and expressed confidence that the process of reforms in the labor and social spheres will continue. “Of course, I am sure that Mr. Torosyan will bring new ideas and new energy to the work of the ministry, because the sphere of labor and social issues is very important. In general, the name of the ministry already fully expresses the concept that we have and which we are implementing, because the social condition of a person is directly related to work. I want to pay special attention to the conditional educational component of the Ministry of Labor and Social Affairs, because we have many programs, the core of which is the training of people, retraining, further development of professional skills and abilities,” the Prime Minister said, adding that we also have special social groups the policies for which have specific features.
“Our goal is that any person, and this is the most important principle of democracy and freedom, any person, any citizen, be as independent as possible in their lives, that is, our strategy in the field of labor and social issues is to make a person as independent as possible, as free as possible,” noted Nikol Pashinyan.

Narek Mkrtchyan thanked the Prime Minister for the opportunity to serve the state in the Ministry of Labor and Social Affairs during an important period full of challenges for the Republic of Armenia. “During that period, under your leadership and in close cooperation with other government departments and the National Assembly, we were able not only to overcome our main challenges of that period with honor, but also to implement a number of reforms. Significant changes have taken place. I am confident that Mr. Torosyan will successfully continue all programs. I also want to specially thank you and our other government partners, with whom we were able to effectively implement programs to support our compatriots displaced from Karabakh, now we have entered a more pivotal stage to ensure their inclusion in the long term,” said Narek Mkrtchyan. He assured that as the Ambassador of the Republic of Armenia to the United States, he will spare no efforts to further deepen bilateral cooperation.
In turn, Arsen Torosyan thanked the Prime Minister for the trust and noted that in the near future they will try to improve all programs and initiate new reforms. “This area has naturally been close to my heart, and I have often had discussions, including on documents that the Government adopts. I thought that I could be useful in some way, and many of them, in fact, are already familiar to me at least in their main parts. Of course, we will continue all the reforms, and under your leadership, Mr. Prime Minister, we will see what to do with the deputy prime ministers and other colleagues,” Arsen Torosyan noted.
