The Prime Minister’s speech at the SCO+ format meeting of the Shanghai Cooperation Organization Summit
Prime Minister Nikol Pashinyan participated in the SCO+ format meeting of the Shanghai Cooperation Organization Summit in Tianjin, China, and delivered a speech. The Prime Minister, in particular, noted:
“Honorable President Xi Jinping,
Dear Nurlan Yermekbayev,
Your Excellencies,
Dear delegates,
First of all, I would like to express my gratitude to Mr. Xi Jinping for the invitation to participate in the SCO+ format meeting within the framework of the summit under the chairmanship of the People’s Republic of China at the Shanghai Cooperation Organization.
It is a great honor for me to participate in the summit for the first time, which serves as a platform for dialogue, trust, and cooperation.

I am confident that the steps taken under the Chinese presidency will contribute to the discovery of new directions of cooperation within the framework of the Shanghai Cooperation Organization, recording new achievements.

On August 8, in Washington, with the support of the President of the United States Donald Trump, we adopted a Declaration of Peace with the President of Azerbaijan, and the Agreement on Peace and Interstate Relations between the Republic of Armenia and the Republic of Azerbaijan was initialed.
Thus, peace has been established between Armenia and Azerbaijan. This is a historic turning point that will have a much broader regional impact. Yesterday, the leaders participating in the summit congratulated both us and Azerbaijan on the established peace, and I want to thank you for all the congratulations.
Now we are discussing the issue of opening transport communications between our two countries based on the principles of territorial integrity, sovereignty, jurisdiction, These efforts will include unhindered communication between the main part of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic through the territory of the Republic of Armenia, with mutual benefits for the Republic of Armenia in terms of international and domestic communication.
I would like to emphasize that the Declaration adopted by the leaders of Armenia and Azerbaijan also agreed on certain terminology, and I believe that the use of this clarified, agreed terminology will contribute to a constructive atmosphere and the implementation of further work. I would also like to inform our partners that, in particular, the wording used by the President of Azerbaijan is not perceived by us in the logic that we agreed on in Washington, especially given that within the framework of these agreements, the Republic of Armenia and the United States of America will implement a communications investment program called “Trump Route for International Peace and Prosperity.” This program stems from the “Crossroads of Peace” project of the Republic of Armenia, on which the Republic of Armenia and the United States signed a bilateral memorandum to develop this project and invest in this project. I want to reaffirm that the Republic of Armenia is committed to the agreements reached and we are determined to implement these agreements as soon as possible. And as a result of all this, not only will communication between Armenia and Azerbaijan be opened for domestic, bilateral and international communication, but also new logistical opportunities will be created for all member states of the Shanghai Cooperation Organization, including our and Azerbaijan’s immediate neighbors.

Yesterday, here in Tianjin, within the framework of the Shanghai Cooperation Organization Summit, another important event took place for us. The Foreign Ministers of the two countries signed a joint communiqué on the establishment of diplomatic relations between Armenia and Pakistan, and I would like to express my satisfaction on this occasion to the Prime Minister of Pakistan, Honorable Shehbaz Sharif.

This year, China’s chairmanship is held under the thematic direction of the “Year of Sustainable Development for SCO”, the scope of which also includes addressing the urgent challenges facing biodiversity and the natural environment as another important component of the sustainable development and global environmental agenda.
As the host and chair of the “COP17” Conference of the Parties to the UN Convention on Biological Diversity in 2026, Armenia will make every effort to contribute to the advancement of the conventions, their protocols and the goals of the global framework.
Armenia attaches importance to cooperation within multilateral platforms as an important tool for promoting multi-layered dialogue, tolerance, mutual understanding, protection of human rights and cooperation, and we hope that through joint efforts we can contribute to strengthening mutual understanding and solidarity not only at the regional but also at the international level.
From this perspective, I believe that the concept of the Global Governance Initiative put forward by Mr. Xi Jinping is appreciable, especially in the context of the importance of preserving and strengthening the multiplex system based on the UN Charter and its core principles, and we support Mr. Xi Jinping’s initiative.
Finally, I would like to emphasize with satisfaction that this summit is also historic in terms of the relations between Armenia and China, because we adopted a statement with President Xi Jinping, recording that the cooperation between Armenia and China has developed and reached the level of strategic partnership, and I am convinced that on this basis the relations between our countries will develop even further in the future.
