The International Committee of the Red Cross is ceasing its operations in the Republic of Azerbaijan

Geneva (ICRC) – Following a decision by the Government of Azerbaijan, the International Committee of the Red Cross (ICRC) will cease the operations of its delegation in Azerbaijan as of September 3, 2025.

In line with its mandate and Azerbaijan’s obligations under the Geneva Conventions, the ICRC will continue cooperating with the country’s authorities to support persons protected under international humanitarian law (IHL). We intend to maintain dialogue on humanitarian diplomacy, international humanitarian law, and other humanitarian issues of mutual interest.

Since 1992, the ICRC has supported communities affected by conflict by addressing their urgent and vital needs, providing psychosocial support to victims, implementing programs to improve essential infrastructure, and promoting awareness of mine risks and safe behavior in areas contaminated with explosive remnants of war.

The ICRC has also assisted authorities in strengthening respect for international humanitarian law and in clarifying the fate of persons missing in connection with the conflict. In addition, we have visited detainees to monitor their conditions of detention and treatment, and to help maintain contact between them and their families.

Our activities have been carried out in close cooperation with the Azerbaijan Red Crescent Society, state institutions and agencies, and the International Federation of Red Cross and Red Crescent Societies.
