The regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
Before discussing the agenda items, the Prime Minister referred to the joint statement on the framework for the implementation of the TRIPP, issued on behalf of the Republic of Armenia and the United States: “I believe that we should value the significance of this statement, because after the statement of August 8, 2025, this is the next cornerstone statement, by which one of the most important issues of the peace process, the unblocking of regional communications, is resolved at the framework level, where all issues of principle are addressed.”
The Prime Minister noted that the meaning and practical significance of the statement is that peace is being established in our republic, in our region, with very concrete and practical steps, and it is now a practical reality. “And our attitude towards that reality, or my understanding of our attitude, is the same as what I spoke about in my message following August 8. We need to treat the established peace with care.”
The Prime Minister once again noted that we as a state and society do not know what it is like to live in peace. “We are learning it right now, step by step, and this process is extremely important. We often do not even notice the very expanded presence of the logic of conflict in our linguistic thinking or expressions, and peace enters our consciousness and subconsciousness with very small and slow steps. This is normal, because for 35 years we have been in a different logic for reasons known to you, now the logic is changing. But the good news is that in practice and on the ground there are already realities that should contribute to the establishment of the socio-psychology of peace. But on the other hand, there is a huge amount of practical work. We must take the actions arising from yesterday’s statement as quickly as possible,” Nikol Pashinyan noted.

The Prime Minister presented the planned actions, in particular, adopting contracts in the form of de jure agreements, starting work on legal decisions, creating a company called TRIPP in the Republic of Armenia, as well as determining routes, issuing permits for construction, land use. “I believe that we should prepare from today – it doesn’t matter whether the application has already been submitted to the relevant department or not, because it will definitely be submitted. There is no more doubt in this matter. Therefore, from today on, we should consider our processes in order to implement everything properly and on time,” the Prime Minister emphasized.
Nikol Pashinyan noted: “I want to emphasize and reaffirm our political will: within the agreed framework, we are, of course, ready and willing and will definitely go for it, including ensuring unhindered communication between the main part of Azerbaijan and the Nakhchivan Autonomous Republic, in accordance with the principles that we have repeatedly spoken about. Here too, we must move away from the logic of the conflict and come to a normal, peaceful atmosphere.”
The Prime Minister emphasized that the process will not be quick in both Armenia and Azerbaijan, since discourses formed by long-standing conflict still persist in societies. “We must record that in the case of both Armenia and Azerbaijan, the existing discourse no longer corresponds to today’s realities, and this is exactly what I mean. On the other hand, there is no point in blaming people, because the logic, the wheel that has been spinning for 35 or more years, cannot be stopped with one action, one lever, one brake. We need to adopt a more practical approach, concentrate on the work. The practical benefits of peace can be much more effective than debates on various theses, doubts or challenges.”
In conclusion, the Prime Minister expressed his gratitude to the Cabinet members, as well as representatives of the executive, legislative and judicial authorities and all state bodies for the support and work provided and done during this period, which made it possible to reach the current milestone: “New times are opening, and in these new times we must work in a new and more effective, more consolidated and more concentrated way in order to make the most of this historic and turning point opportunity for the development, freedom, happiness and well-being of the Republic of Armenia and its citizens.”
The Government made amendments and additions to the Program for Supporting the Development of Greenhouse Farms in the Republic of Armenia, due to the need to encourage the involvement of young entrepreneurs and people over 63 years of age in the field of investment in large-scale greenhouse farms. The decision proposes to increase the interest rate subsidy on loans provided to each young entrepreneur (individuals, individual entrepreneurs, commercial legal entities aged 18 to 35) and individuals, individual entrepreneurs, and commercial legal entities aged 63 and over by 1 percentage point.
The Government has approved the bills on amendments and supplements to the Law “On Consumer Rights Protection” and on amendments and supplements to the Law “On Advertising”. In case of adoption of the bills, it is expected to create an effective operating system for the protection of consumer interests and an environment necessary for the development of fair competition and entrepreneurship. The bills are expected to fully align the provisions related to the protection of consumer interests with the relevant EU directives. In particular, the bill proposes to introduce the institution of distance and off-premises contracts, to define the requirements for such contracts, the information to be provided to the consumer in relation to them, and the consumer’s right and procedure for refusing such contracts.
The Government approved the 2026-2030 National Immunization Program and the procedure for obtaining a preventive vaccination certificate. The adoption of the decision will contribute to reducing the incidence of manageable infectious diseases in the Republic of Armenia, preventing deaths due to them, and ensuring the population’s awareness of infectious diseases.
