The proposed legislative package will provide an opportunity to involve non-governmental organizations in the process of providing support measures. Under the current law, this can only be done by the state. For example, we already have the “Zinapah” Foundation, which is ready to take on a certain burden in terms of providing support measures. We are talking about the provision of limb prostheses to the participants of the 44-day war. We cannot do this by law and we must ask to allow this opportunity to be provided. This was stated by the RA Minister of Labor and Social Affairs Arsen Torosyan.
At the sitting of February 9 of the RA NA Standing Committee on Labor and Social Affairs, the package of draft laws on Making Amendments and Addenda to the Law on the Rights of Persons with Disabilities and on Making Amendments and Addenda to the Law on the Assessment of the Functionality of a Person was debated in the first reading.
The adoption of the drafts is conditioned by the need to improve the legal framework aimed at the full realization of the rights of persons with disabilities and to avoid misinterpretations.
The next amendment proposes to introduce the notion of an “independent life center”. “We are already building such a center with state budget funds. We hope that it will serve as an example for having similar centers not only at the expense of the state budget in the future. It will also be debated to transfer the possibility of operating this center to non-state organizations. We need an authorizing norm to fix the regulations on the activities of the “independent life center”, – Arsen Torosyan noted.
