Today, the regular Cabinet meeting took place today, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
Nikol Pashinyan noted that we are now at a point when the Republic of Armenia that has been formed must be protected. “We must protect very firmly, we must protect very principledly, because we have formed a country that has a perspective. This does not mean that there are no unresolved problems in Armenia. There is no such country in the world where there is no unresolved problem. No such country exists. Political positioning is very important: today we must protect the Armenia that we have formed in a principled manner, because the Armenia we have formed is a good Armenia, the Armenia we have formed is an Armenia with a perspective, the Armenia we have formed is a safe Armenia, the Armenia we have formed is a secure Armenia, it is a citizen-centered and people-centered Armenia, and the Armenia we have formed is an Armenia that is subject to self-reflection. We should be proud of today’s Armenia, because we have achieved a historical achievement. Our achievements are of millennial significance. We have overcome the constantly repeating historical cycles that have been happening to us for at least 1,500 years. We have overcome the models of patriotism imposed on us by others,” the Prime Minister said.
According to Nikol Pashinyan, we are now facing our history, our reality, and our tasks. “On that path, we will make mistakes, on that path, we will make revisions. There was a slogan once, civil society used it, it sounded like this: “We are the owners of our country.” That slogan has been realized today, we are the owners of our country. That is the greatest goal that has ever been, and that goal has been realized. Now we need to form a state system that will permanently ensure the fact that the citizens of the Republic of Armenia are the owners of their own country. This reality must develop continuously. We can do it today and we can afford it, because we have replaced our survival agenda with a development agenda. Today, the Republic of Armenia does not simply survive, today the Republic of Armenia exists, develops, works, forms agendas, solves agendas. Today, the international reputation of the Republic of Armenia is continuously growing, today the regional reputation of the Republic of Armenia is growing, today the Republic of Armenia is able to deal with its own environment, creating comfort for itself. This is very important, and we must continue on this path. And to solve the problems, we need an effective public administration system, and we are going that way.”
The Government adopted a decision proposing to calculate the size of the incentive fund based on the criteria of the Government Decision of November 27, 2025 and allocate funds from the reserve fund to individual state bodies for employee incentives. As Deputy Prime Minister Tigran Khachatryan noted, in November the Government approved the pilot program with performance evaluation, which is an important policy for continuously increasing the efficiency of the state administration system. Tigran Khachatryan recalled that the program is based on material incentives for state employees for high work results and thus improving the quality of public service.

The government approved the bills “On Amendments to the Law on Administrative-Territorial Division of the Republic of Armenia” and “On Amendments to the Law on Local Self-Government”. Accordingly, it is proposed to unite 9 communities with 80 settlements and form 3 enlarged communities in 3 regions. The three enlarged communities are Stepanavan community in Lori region, which includes Stepanavan, Gyulagarak and Lori Berd communities, a total of 20 settlements, Goris community in Syunik region, which includes Goris, Tatev and Tegh communities, a total of 28 settlements, and Yeghegnadzor community in Vayots Dzor region, which includes Yeghegnadzor, Areni and Yeghegis communities, a total of 32 settlements. According to the minister, after implementing the amendment, the total number of communities in the Republic of Armenia will become 64 instead of 70.
The government has adopted decisions “On organizing a procurement process through a single-person procurement procedure”, which, in particular, provides an opportunity to acquire consulting services for the formation of the Academic City Arts Cluster (excluding the music component) in order to improve the quality of higher education in the Republic of Armenia in the field of arts (excluding the music component) and increase international competitiveness. The need to organize the procurement process through a single procurement procedure is conditioned by the requirement to involve an organization with a high international reputation and exceptional and unprecedented experience in developing the components necessary for the implementation of the project. In order to support the formation of the Academic City Arts Cluster, the Republic of Armenia will cooperate with 2 prestigious universities, and the decisions will provide an opportunity to sign contracts. The value of the contract with the Royal Conservatoire of Scotland is up to 371 thousand 325 British pounds sterling equivalent in drams, and the value of the contract with the University of London is up to 368 thousand 778 British pounds sterling equivalent in drams. The cooperation is planned in 3 stages for a period of 24 months. Accordingly, it is planned to develop a concept, as well as work on capacity development.
