Strengthening Early Warning Systems in Armenia through Strategic Partnerships

On 18 March 2026, the Partnership Dialogue on Armhydromet Modernization was held in Yerevan in a hybrid format, bringing together around 40 participants from Armenia and international partner organizations, both in person and online.
The Partnership Dialogue was organized as a continuation of the EW4All National Roadmap Validation Workshop held on 17 March and was financially supported by UNESCAP, reflecting strong international support for Armenia’s efforts to strengthen early warning systems and climate resilience.

Participants included representatives of:

– the Ministry of Environment of the Republic of Armenia, including the Hydrometeorology and Monitoring Center (Armhydromet), the Climate Policy Department, and the Environmental Program Implementation Unit (EPIU)
– World Meteorological Organization (WMO)
– UNDP and UNESCAP
– Armenian Red Cross Society
– NDC Partnership
– Regional Integrated Multi-Hazard Early Warning System (RIMES)
– Météo-France International and National Meteorological and Hydrological Services (NMHSs), including GeoSphere Austria, FMI, MeteoSwiss, SMHI, and Roshydromet
– international financial institutions and development partners, implementing programmes, including the World Bank, ADB, FAO, GIZ, EU programmes, SDC, FORACCA, and TUMO Labs – ClimateNet Project
– private sector, NGO and technical partners, including MicroStep-MIS, Tomorrow.io, ARUP, GloH2O, and People in Need

The Partnership Dialogue was opened by Mr. Levon Azizyan, Director of Armhydromet, followed by remarks from Dr. Kornélia Radics (WMO), who emphasized the critical importance of strengthening national hydrometeorological services as a foundation for effective, people-centered early warning systems at national, regional, and global levels.

A presentation by Ms. Amalya Misakyan, Head of the Hydrology Service of Armhydromet, provided a comprehensive overview of:

– the institutional role and current activities of Armhydromet
– existing gaps and systemic challenges
– key priority areas for modernization

This was followed by partner interventions, during which organizations presented their ongoing and planned initiatives and explored concrete opportunities for enhanced cooperation in support of Armhydromet modernization.
The discussions highlighted key strategic priorities, including:

  • modernization of observation infrastructure
  • strengthening forecasting and warning services
  • digital transformation and data systems
  • capacity development and workforce sustainability
  • enhanced coordination and partnership mechanisms

Key outcomes of the Partnership Dialogue:
– Strong consensus on the strategic importance of Armhydromet modernization for strengthening Armenia’s early warning system
– Clear alignment of partner support with the priorities of the EW4All national roadmap
– High level of interest from partners to scale up cooperation and investments
– Recognition of the need to enhance coordination, ensure complementarity, and develop joint initiatives
The Partnership Dialogue confirmed that Armhydromet modernization represents a strategic national investment in disaster risk reduction, climate resilience, and sustainable development.
It also served as an important platform to align national priorities with international support, strengthen partnerships, and advance concrete next steps toward the implementation of the Early Warnings for All initiative in Armenia.
