At the UNGA plenary debate on the Responsibility to Protect, H.E. Mr. Paruyr Hovhannisyan, Permanent Representative of Armenia to the UN, reaffirmed Armenia’s commitment to advancing the Responsibility to Protect through strengthened prevention, enhanced early warning and collective action.

Ambassador Hovhannisyan underscored that the Armenian people know all too well the devastating consequences of atrocity crimes. He highlighted Armenia’s leadership in advancing the prevention agenda at the United Nations, including through the establishment of the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime, the High-Level Meeting marking the 10th anniversary of the International Day, the biennial Human Rights Council resolution on “Prevention of Genocide,” and the recently adopted General Assembly resolution on “Education for Peace.”

He emphasized that the United Nations, through its mechanisms, bears a central responsibility for ensuring effective early warning and preventive action before situations deteriorate into human tragedy. In this context, he stressed that the ongoing UN80 discussions should reinforce the Organization’s prevention capacities.
