The
NA vice speaker Tigran Torosian answers to the second vice speaker Vahan Hovhannisian’s
discontent that the head of RA delegation in PACE wouldn’t take part in the discussion
of Atkinson’s report.Really, a few meters divided between our rooms or
the distance of two chairs in the hall of sittings were too serious obstacles
for the vice speaker Vahan Hovhannisian to tell his opinion about the PACE report
on Nagorno Karabakh issue instead of finding help in the press. If that is the
only opportunity I’ll have to do the same, too.First of all, about the brilliant
"idea" of not taking part in the sittings of the PACE and political
issue commission. I don’t want to appreciate the event; this is an original boycott,
a hazardous activity which are useless and harmful. There is another side of the
issue. The authority isn’t a club of self-activities to realize what everyone
wants. As in case of every issue important for the country as well as getting
the preliminary project of the report and the following versions have immediately
been given to the higher authority by whose approval the remained steps have been
done including the suggestions of changing the project. If Mr. Hovhannisian has
turned to anyone with his suggestions then he has to muster his courage to direct
his displeasure to the same address. If he hasn’t that arrogance is meaningless.
All the more, it isn’t moral to falsify for proving his own opinion. It isn’t
accidentally that no fact is given in favor of his declaration that " in
comparison with Davice’s report Atkinson’s report has much worse content".
Anyone who knows both of them can see that it’s just the opposite. In comparison
with Davice’s report there have been done six changes by the initiation of the
Armenian side and the accusation brought against Armenia have been thrown away.
While the Azeris managed to realize only one change. Certainly there are some
changes too but it is obvious that with your absence you give the opportunity
of suggestion for the others. But the document is permanent in contrast to other
things.What refers to the throwing the report away on the whole we should
think about it three years ago when it was confirmed in PACE. I must remind the
Republican Party didn’t have any member in the delegation. The arrogance and accusations
hasn’t assisted. And what refers to the done and preparing activities in the NA
and outside I’m ready to any discussion any sane person doesn’t doubt in its results.
I’m sorry that they try to express the unwholesome feelings combined with the
formation of delegations a year ago towards NK issue. Tigran
