The
head of Free-Progressive Party Hovhannes Hovhannisian describes the PACE resolution
in this way.- What do you think the PACE resolution removed or approached
the threat of war?- I think the international community won’t allow beginning
military operations but the problem isn’t only the war. The problem is that we
have already lost the future of our children and grandchildren. Armenia can’t
succeed economically in the territory of 29 thousands square kilometers. Armenia
can’t live without others for about 100 years as Vardan Oskanian thinks. He can
live in the U.S. but we can’t live here. Our generation has sentenced our children
and grandchildren to the poverty of tomorrow. And those people who are afraid
of doing any step are more dangerous than those who try to keep their authority
are. – What do you consider more threatening in the resolution and Atkinson’s
report?- Unfortunately, any international structure or country has never accepted
such kind of dangerous resolution on settlement of the conflict from the first
day of Karabakh conflict. The UN accepted resolutions in 1993 were more tolerant
and didn’t express those dangerous principles that exist in this resolution. Foremost,
PACE accepted a resolution on ethnic separation. I think nothing more dangerous
could happen. In fact Armenia was seriously accused as if we were aggressors and
had conquered the territories of neighbor CoE member country. It was also fixed
clearly in this resolution that "the secessionist groups control the territory
of Nagorno-Karabakh". There are a lot of minutest details under these three
ideas: we have seen the consequences of ethnic separations in Yugoslavia’s example,
we have also seen the consequences of secessionist powers and controlling territories,
if they say this country is an aggressor, we have also seen this. Nothing could
be so worse than this resolution was. This PACE resolution is very threatening
for the future and prospects of our country. As it is a document which will be
assumed as a basis in all versions of Karabakh issue’s settlement. – So, what
prospects does Armenia expect?- We need in authority changes if the international
community will keep press down on us: Elizabeth Jones’s declaration wasn’t accidental,
the acceptance of this resolution, the UN decision on sending OSCE observing group,
which works now. This is the only chance not to loose Nagorno-Karabakh. The time
out must be used for solving this situation. The authority can prevent these pressures
if the nation unified. But nobody will gather round this authority. We need in
it not for loosing Karabakh but Armenia, too. I’m worried and think everybody
must be worried, it isn’t lawful and save to mislead the society again. This isn’t
the problem of 10 persons this is the problem of whole nation. The people must
solve this problem. I am worried that the authority declares that we have won.
Those resolutions will remain in the international institutions for a long time
and we must get out of the spot. This was defeat of all of us. – And whom
do you suggest to join?- Perhaps 4-5 persons but I won’t give names but there
are some persons who will unify the population by their joining. The country may
be saved from the considerable losses in case of doing a right step- in case of
dismissing this authority, which has blockaded the issue of Nagorno-Karabakh.Nelly
