The
results on last year hearings of the NK conflict were discussed in the committee
of the NA foreign affairs and a deed was drown up.According to the head
of the commission Armen Roustamian such a document hasn’t been ever adopted and
it can become an important ground for further steps; "We have stressed on
the principles, goals and strategy. The goals, which are stressed in the summary,
are the following; "The result of the NK conflict settlement must be the
complete realization of the self-determination of the Karabakh people. It can
be realized by two levels; respect of the Karapakh people’s self-determination
by the international community or reaching an agreement of complete peace based
on the respect of the right of people’s free self-determination which must include
clear settlements on the NK status, necessary guarantees of security, on refugees
and territories and adopt the status of being the guarantor of security and independence
of Armenia. But Armenia can’t be considered as a part of Azerbaijan as the principle
of providing rights of national minority in the territory of mother country. While
Azerbaijan has never been a mother country for Karabakh, consequently the Armenians
of Karabakh can’t be considered ‘majority" in their own territory. According
to the record; ‘The problem of status has always been the main problem of the
conflict. The effectiveness of the process of peace depends on the fairly settlement
of this problem." The main principles important for the commission are the
following; "Exclusion of superiority over Karabakh by Azerbaijan, exclusion
of blockade situation of Karabakh, the existence of secure and safe land border
with Armenia, guarantee for the NK people security, providing for international
guarantees for the NK participation in the world progressive processes, providing
for the equivalent compensation of material and moral losses of Armenians, including
the loss of homeland."As this deed was drawn up in Armenia on the 8th
anniversary of the changeover of the political power, when the first president
Levin Ter-Petrosian sent in his resignation and the "party of war" came
to power, we tried to specify the remarks of some powers 8 years later. Armen
Roustamian noticed; "Levon Ter-Petrosian’s resignation had a direct connection
with his approaches of the NK conflict settlement. We have seen it in his "War
or Peace" article and today we adopt this conclusion as fate willed, which
refer to the approaches which Ter-Petrosian was considering right and possible
in time."The PPA secretary, deputy Stepan Zakarian’s opinion isn’t the
same. According to it ;"That policy was carrying out rightly during Ter-Petrosian’s
rule, beside last two years. And we now have what we as the result. There was
regress later, and today we record that if these authorities choose the package
way of settlement which is adoptable, then everything must be done in that way.
I stress on it, and we don’t agree with ceding the territories by the stage-by-stage
