Who left Nagorno-Karabakh out of the negotiation process?

Ashot Ghulyan regarding Kocharyan’s and Ter-Petrosyan’s moves

It is known that the May 1994 cease-fire agreement was signed by the Defense Minister of Nagorno-Karabakh. And at whose fault Nagorno-Karabakh in the future was left out of the negotiation process, the first and the second presidents offices voice reverse accusations. Some politicians argue that it was due to untalented foreign policy of Kocharyan that Nagorno-Karabakh was left out of the negotiation process, while at that time, the partner of this government coalition, ARF, is not prevent it. The second president’s office assures that the negotiation process ceased to exist by participation of NKR representatives still one year before R. Kocharyan’s elected as a president.

In this regard, “Aravot” asked the Chairman of NKR National Assembly, Ashot Ghulyan, whom he criticizes for this move and who left NKR out of the negotiation process. He replied, “I would not like to personalize it like that, because it was not dependent on anyone’s position or attitude. I think that often repeated “pauses” in the negotiation process are so arranged that simply under different situations Azerbaijan was able to employ only the Armenia-Azerbaijan bipartite format meetings as a mechanism to come out of the impasse situation. And since they initially were meetings of the two countries’ presidents in the international platforms, they have just made it a format substituting the negotiations.” As to why our government authorities were not alert and why they have given way to Azerbaijan’s slyness, Ashot Ghulyan opines, “I do not know, I do not view so, but in any case, it probably was a trick used by Azerbaijan.”
