Kocharyan’s only chance: when September comes

The goal of the constitutional amendments is the “reproduction of Serge Sargsyan’s power”. This estimation has become a subject of political debate for a long time. This allegation is discussed more consistently then the question of which political party or a leader has resources today to oppose the “reproduction of the power”. If we leave the goal of the “reproduction of power” behind, then Serzh Sargsyan can have only one threat and it is Robert Kocharyan’s possible return. In recent years, Robert Kocharyan has showed at times that he is not indifferent with the political processes in Armenia, although consistently maintained a silence about his return, probably having some fears.

Let’s assume that Robert Kocharyan wants to fight against the constitutional amendments, thus trying to prevent the “reproduction of Serzh Sargsyan’s power” and pave a way for him. If it is the case, then he should enter into the “fight” immediately, very quickly, for example, right from September. The other possible option of Kocharyan’s return is by the activeness of other political forces, escalating the political processes and activating the Liberty Square by rallies. If this option works, a question arises, so with whom? With some PAP figures who are considered to be “Kocharyan’s men”. Or, maybe with Vardan Oskanyan? And maybe also supported by Levon Ter-Petrosyan.

Even if a united front is created against the constitutional amendments, such as a new “Unified Headquarters-2”, and Levon Ter-Petrosyan, Vardan Oskanyan, several PAP members, Kocharyan-supporters, plus Garnik Isagulyan, Ashot Manucharyan and Hmayak Hovhannisyan sit around one table, this “union” is unable to bring so many people out in the street to be able to announce that 100 000 people came out against the constitutional amendments. We also need to consider that our society is quite indifferent towards the constitutional amendments, in other words, increasing the public interest of even the most powerful political force towards the constitutional amendments is actually very difficult. Consequently, what are the chances of the apologists to come up with a “common front”?

First, let’s start with the fact that they need financial resources, and today, no one will believe the possibility to raise the public to feet with Levon Ter-Petrosyan and Vartan Oskanian and spend resources on it, moreover, Robert Kocharyan. He, perhaps, will prefer spending these resources on himself. Hence, only one option remains. If Robert Kocharyan indeed intends to oppose the constitutional amendments, Serzh Sargsyan’s plan, he has to express his desire very quickly, publicly stating that he enter into an active political life and hos goal is to hamper “Serzh Sargsyan’s reproduction”.

Leader of the “National Security” Party, Garnik Isagulyan, recently, gave an interview to 1in.am and in response to the question of whether it is possible for Robert Kocharyan to have more distinct role in the fight against the constitutional amendments, noted, “I can tell my views and desire. I would like to see not only Robert Kocharyan’s but Levon Ter-Petrosyan’s active participation in these matters because people who had been the head of the country cannot remain indifferent and they should say their valuable word. In this respect, I just urge them to be active. Not only in the form of speeches, interpretations of the wordings but also demonstrate general activeness.”

If Robert Kocharyan is the “project” to come up against the Constitution and the only hope for the fulfillment of this project, then a sincerely should be demanded from all “interested” forces and politicians. Indeed, there is no time to call on the public to one or two rallies and make speeches. The “Unified Headquarters-2”, without Robert Kocharyan, will bore everybody in a couple of weeks, it goes without saying that the pretenders to be present there have a deficit of public trust. The political fall could be escalated if Robert Kocharyan announces that he is against the Constitutional amendments and will fight against “Serzh Sargsyan’s reproduction.” If he fails doing it in the fall, he will not have any other opportunity to oppose the “regime,” and if he fails doing it in the next few weeks, then he also realizes that he has a lot to lose.
