In fact, there is a Minsk Group format, where the three co-chair countries: Russia, the United States and France, are trying to form different platforms in different countries of the world where the parties will negotiate. Now, different countries driven from their best interests will try to win dividends. I will not be surprised that someone would call on to negotiate in Turkey tomorrow,” so responded “Heritage” faction MP Tevan Poghosyan in an interview to Aravot.am, in response to our question of whether the Russian State Duma Vice-Speaker Alexander Romanovich’s proposal to organize the negotiation platform in Moscow does not contain a message to activate the mediation efforts by the Russian side.
According to Tevan Poghosyan, “We need to realize that the negotiations have a clear format. If Russia has such a desire, the Russian president could make this call in his statement. If Putin does not do it but another official, I do not take it so serious. It is more like a problem of political dividend rather than a serious desire. Eventually, let’s not forget that the co-chairs have their own ad-hoc authorized representatives and it is within the scope of the commitments of the presidents of those countries. The parties in conflict are now negotiating and are negotiating in the front lines, in a language of war. Hence, if there is one who wants to support the talks to be moved to another room where there will be peace talks, he must be able to invite the three parties there: Karabakh, Armenia and Azerbaijan. But it must be decided at the level of the Minsk Group. The calls by the members of the Congress, the State Duma and the Senate in Paris are coming from heart that they want to make it peacefully. They need to understand that they need to make this call not to parties in conflict but their own countries.”
