PRYAKHIN SUMMARIZED THE YEAR

The
chief of OSCE Yerevan office considers the shaved-heads have been judged by insistence
of the structure led by him.The chief of OSCE Yerevan office, the ambassador
Vladimir Pryakhin summarized the activities of OSCE mission in Armenia in 2004
yesterday. He mentioned the activities of the office in political sphere, about
electoral transformations and the improvement of organizing elections which, according
to him had been realized in condition with close collaboration to RA legislative
and executive scopes. As the accepted law "About holding meetings, demonstrations
and processions" doesn’t correspond with international criteria the OSCE
Yerevan office decided to realize some changes for improving the legislation.
What refer to the arrested people during demonstrations the office has asked to
RA authorities for several times to set free them and those against whom criminal
cases have been brought to transmit a just legal procedure.It is also mentioned
in the year summary that the OSCE Yerevan office continues to follow the activities
connected with "A1+" and "Noyyan Tapan" telecompanies and
stimulate the processing of changes in "About broadcasting" law. "The
reforms in this law must improve the general situation and solve the problems
of "A1+" and other similar problems,"-the ambassador hoped. He
welcomed some changes done in the Criminal Code by which the insulting and libel
considered non-criminal. But at the same time he complained that they are still
remain as criminal offence which protect the state officials much more than the
ordinary citizen. Besides, the office has risen some anxious questions amongst
the law "About mass media", the changes of the law "About Radio
and Television" and the attack on journalists. He mentioned specially for
the last statement: "We managed to rich to the desired result in connection
with the most part of cases on violence towards journalists. A person who attacked
journalists was punished for the first time in the history of independent Armenia,"-
Mr. Pryakhin said intending the happening against Anna Israelian in Tsakhkadzor.
Mr. Pryakhin didn’t say anything about another incidents including the severe
beating of the journalists of "Armenian Time", the operator of ORT telecompany
