\"\"One of the diplomatic records uncovered by WikiLeaks the other day refers to a conversation between the US Embassy officials and Republic of Armenia Constitutional Court member Valery Poghosyan, dated March 7, 2008. According to the American diplomat, during that conversation Valery Poghosyan stated that the Republic of Armenia officials were so shameless that they even threatened to arrest Levon Ter-Petrossian, despite they had no legal reasons to do so. “‘But they can do what they want’, complained Poghosyan”, wrote US deputy ambassador Joseph Pennington in a secret letter. The Embassy officials asked Poghosyan about the unstated deaths after March 1 and about the claims that Nagorno-Karabakh army forces were brought to Yerevan to ease the violence. Poghosyan assumed that those rumors “are not completely groundless”, stating that in 1990s he was the head of the National Security Agency and the Ministry of Internal Affairs and he gets information “thanks to the previous connections”. In his commentary made at the end of the document, Pennington wrote, “We have no reason to affirm Judge Poghosyan’s accusations, but the fact that an Armenian high-ranking official says something like that means something.”
