The governor confused state work with party work

On Tuesday, February 7, Armen Ghularyan, the governor of Tavush, gave the Republican Party of Armenia (RPA) membership cards to a group of residents of Ptghavan in the village administration building during his visit to Ptghavan. Basically the governor did party work on a workday, at working time. Armen Ghularyan is also the head of the regional subsidiary of the RPA. Armenian authorities assure that the upcoming parliamentary election will be free, fair and transparent. If the law is violated three months before the election, administrative resources are used, one can assume what will happen in May.
