Stepan Demirchyan, Levon Zurabyan, Gagik Jhangiryan, Nikol Pashinyan, Lyudmila Sargsyan and Aram Manukyan, members of the Armenian National Congress (ANC) parliamentary group, made a legislative proposal a few days ago On Establishing a National Assembly Interim Committee Examining the Validity and Legality of the Measures and Actions Taken by the Police of the Republic of Armenia, the Special Investigation Department and the Attorney General’s Office of the Republic of Armenia Regarding the Killing of Ten People, Infliction of Firearm and Other Bodily Injuries on Civilians, Police Officers and Servicemen on March 1-2, 2008, in Yerevan. According to the information on the draft decision found by www.aravot.am on the National Assembly website, the draft decision on establishing an interim committee differs from the previous committee with the subject of its examination and goals it pursues. The main distinguishing characteristic is that the latter will be limited to examining the cases of killings, inflicting firearm and other bodily injuries, reasons for those, circumstances that contributed to committing them and the involvement of state bodies and officials in those cases and will assess the legality and validity of the decisions made by the Police of the Republic of Armenia, the Special Investigation Department and the Attorney General’s Office of the Republic of Armenia.
As a factor of no less importance is presented the fact that the Armenian National Congress, the main demanding political force regarding the events of March 1-2, will participate in the committee as a full member, which will substantially increase the trust of the society in that committee’s activities and the conclusion drawn as a result of that. www.aravot.am inquired during a conversation with Lyudmila Sargsyan, a member of the ANC parliamentary group, what guarantees there were that this committee’s activities would yield certain results, since the ANC had always criticized the activities of the formerly established committee, which had investigated the events of March 1. L. Sargsyan replied, “This should be a committee that will deal with concrete issues. The page of March 1 cannot be turned, unless criminals, those who ordered and those who implemented are punished. Therefore, let this government not hope that they will ever get rid of the obligation to solve that issue. We will always, consistently pursue that issue. Therefore, they will be compelled to both solve and punish this way or another. We try to compel the government through the committee to take action on the case and solve it, they certainly know, but it is also obvious for the people who are the real criminals. Our persistence will yield a result, since the people
demand justice, unless the justice is restored, people are not punished for murder, that issue will always hover over the government.” Let us inform that the legislative proposal has already been put into circulation.
