Today, criminal investigation against several officials and employees of Gyumri regional branch of State Social Security Service payments at the RA Ministry of Labor and Social Affairs was continued at the court of general jurisdiction. To note that the head of Gyumri regional branch Edward Varzhapetyan chief specialist Arthur Abrahamyan and paying inspectors Kima Piloyan and Anya Khachatryan,
who is wanted, as well as Ruben Mnatsakanyan, brother of H1 channel TV reporter Never Mnatsakanyan, are under accusation of this case.
Social workers are accused of preparing false documents, stealing in large amounts from the state, embezzling total of 87,222,364 drams pension, burial, benefits, and heritable money. In fact, the only detained is the TV reporter’s brother Ruben Mnatsakanyan, whose accusation is read as follows: “Ruben Mnatsakanyan, who holds the office of the head of Shirak Regional Environmental Inspectorate of the Ministry of Nature Protection, is charged in the matter that from June 1, 2005 to December 30, 2010, being responsible for Gyumri regional branch of State Social Security Service payments at the Ministry of Labor and Social Affairs, has abused official powers resulting in substantial material damage of 87,222,364 drams to the legitimate state interests, which negligently caused grave consequences. The criminal case was brought against him by Clause 2 of Article 308 of the RA Criminal Code.” There are 120 witnesses in this case, the court heard on about 30 of them, still 90 people are going to be presented at the court. Today, 25 witnesses were invoked, but a few were present. The witnesses were the relatives of the dead who claimed that they had received a death benefit for their loved one only once. For example, Judge Edward Manukyan asked the witness Hasmik Hakobyan when her father-in-law died, and when they got the benefit of his death. The woman said, – “My father-in-law, Harut Hakobyan, died on July 7, 2011, my husband received the amount on the death of his father in July-August, only once, after he left for Russia.” To the question of the judge whether they had received the same amount of money on the death in January 2012, the woman excluded. “What are you talking about, by the time my husband was already in Russia, and then, if he was to get the money, all the family members would know about it, he would not keep it a secret. 10 days later after receipt of the amount of the death, my husband left for Russia.” The judge joked, saying there are so many husbands that have secrets from their wives.
