Yesterday, rumors were spread that the concept of the Constitutional Reform Experts Committee has already been prepared and sent to the President for approval. As to what contextual amendments were made in our Constitution, it is still unclear. Moreover, even the content of the concept is unclear. It should be noted that the concept after being approved, within 10 months, the core package of reforms will be developed. Reforms, according to preliminary information, are intended to smooth transition from presidential governance system to parliamentary governance system. In this case, according to some analysts, Serzh Sargsyan will have the chance to further lead the country, now as a Prime Minister. Since the works of the Constitutional Reform Experts Committee proceeded behind tightly closed doors, the public is almost unaware about their activities. Only regularly, the Committee was publishing scanty information on conducted sittings. Today, we tried to extort some information from Davit Harutyunyan, Chairman of NA state and legal issues commission, but in vain. Mr. Harutyunyan just said that he is assessing the works of the Committee “effective”. As to when this concept will be made public, when the public will be acquainted with its content, Mr. Harutyunyan said that only the Chairman of the Committee can answer this question. Gagik Harutyunyan, the President of the Constitutional Court is the Chairman of the Committee.
