The leadership of Azerbaijan claims that the sanctions debated in the United States that are directed against their country are the consequence of the intrigues of “the Armenian lobby”. I do not know whether they really think so or just serve as an opportunity for accusing Armenians of something, anyway, it is clear that these officials do not want to admit that the human rights in their country are brutally violated. Certainly, Aliyev’s administration is not alone in this regard, but the “response” accusations against the United States speak out about the certain intellectual level of this administration. It is very similar to the situation when the Armenian Genocide was spoken about in France and the Turks are answering, “And what were you doing in Algeria?”
Here, consequently, we deal with the regional mentality which is available with us, the Armenians. If, let’s say, I do not like a theatrical performance and I write about it, it will not even occur to the mind of the staging director to think over the real drawbacks of this performance. The first thought that will occur to his mind is “I wonder who pushes him, who is my ill-wisher, who longs for my chair.” Or, let’s assume, if the Ombudsman writes a report about the education system, the Minister of Education will recollect that the majority of secondary schools in Armenia are still in “the stone age”, he will begin calculating which of the circles of the government authorities plans a plot against him and where the attack will come from. Ultimately, he will conclude, “Well, I would better go to the boss to see what’s going on.”
Approximately with the same logic, once the PACE wishes to pass the regular anti-Armenian resolution (which truly unlike the previous examples obviously distorts the true situation), our people immediately use the “caviar” magic word. The fact that the significant part of the PACE delegates are deeply indifferent to both Armenia and Azerbaijan, but is not totally against making money when voting for this or that issue, this certainly is undeniable. But whether it would not be right to realize for the beginning whether our delegation and our authorities, in general, have done everything for such resolutions not to be accepted. Azerbaijan is our enemy and naturally, it will not save efforts to hurt us in all fronts. While what actions our, particularly, the foreign ministry is taking in response to it.
Ultimately, it seems to me that the problem also has a political component. The more Armenia is a free and democratic country, the more it will be difficult for our opponents to pass such resolutions. Pertain to this issue, yes, we are a head above than Azerbaijan. But if we are 10 heads above, no caviar will be helpful.
