Trustworthy sources from Venice

The draft of  Electoral Code concealing from the public for a long time finally appeared in. But the document concerning us, the Armenians, initially appeared not on the website of the National Assembly, the Government or any public agency nor even in any of the Armenian media but in the official website of the Venice Commission in English. And then it “turned out” that this and drafts of adjacent laws are not only ready but are also included in the agenda of today’s government session. Before that, only a few select people knew about it and the Venice Commission.

At first glance, the concerns of the opposition that had popped up pertaining to the Electoral Code seem to be appropriate. We will still have the chance to talk about it. At this point, it is more essential that a document which the public of Armenia is not familiar with, which  has not been discussed with the opposition political forces, at least in the preliminary form, firstly, it was presented to the CoE Venice Commission which has considered it not so much “non-preliminary” that has decided to publish it. It turns out that we learn about the draft of our laws first of all from one of the websites of the departments of the International Organization.

To say that nothing has been done in recent years in terms of considering the public opinion, of course, would not be fair. But the global problem remains for 25 years, the public is waiting got the government explanations on many issues bot no answer. For example, explaining the separation of the Ministries of Territorial Administration and Emergency Situations by purely “political agreement” is not sufficient. The withdrawal of the tax and customs services from the Finance Ministry (which, in fact, is correct in my opinion) is not officially interpreted in any way. Why have we merged to separate now? Hence, we should not be surprised that many of the media interpret everything at the level of personal intrigues.

… Let us dig up a little into the website of the Venice Commission, maybe we can extract information from there about what Levon Yoilyan is going to do in the post of the Minister of Energy.
