We have governors whose women’s millions are more

Governors’ and their wives’ declarations

Ruben Abrahamyan, the Governor of Ararat marz, who assumed the position on May 8, 2014, has 10 million 400 thousand drams, 35 thousand dollars and 15 thousand euros on his account. We learned this from Mr. Abrahamyan’s senior officials’ property, revenues, and affiliates’ declaration, which the Governor of Ararat marz had completed in 2015. Mr. Governor has not acquired a property or securities or sold anything that year, however, no such information is mentioned in the declaration. In the tax year, his income amounted to 5 million 873.479 AMD. As a result of RPA-ARF agreement, on March 3 this year, the information about the property of Gabriel Gyozalyan, appointed a Governor of Aragatsotn marz, is still unavailable to the public. The declaration of this official is not yet available on the website of the Ethics Committee of senior officials.

Governor of Armavir marz, Ashot Ghahramanyan’s revenues as of last year amounted to 6 million 290.236 drams. The Governor of Armavir marz, in the beginning of this year, had 21 million 340 thousand AMD on his account but in the year-end, the Governor’s resources decreased by 3 million amounting to 18 million 340 thousand drams. This Governor too has not acquired or sold any property in his own name. We learn from Ashot Ghahramanyan’s declaration that there are any affiliated persons who have held positions. If the amounts available on Mr. Ghahramanyan’s account are reduced, then his wife’s funds, according to the declaration, have increased as of last year. In the beginning of the year, the Governor’s wife’s assets amounted to 21 million 340 thousand drams, in the end of the year – 22 million 130 thousand drams. Her revenues in 2015 amounted to 1 million 179 thousand drams.

The revenues of Rafik Grigoryan, Governor of Gegharkunik marz, who hold his office since 2012, amounted to 6 million 106 thousand 718 drams last year. This Governor, according to the declaration, does not have even a single penny at his account. Nor he has purchased or sold a property. Rafik Grigoryan has not purchased securities, nor has given or taken any loans. The information about the property of Arthur Nalbandyan, the Governor of Lori marz, is as of 2014, the Governor does not have a declaration for the last year. Two years ago, Mr. Nalbandian had 1 million 613 thousand 578 drams and 220 thousand 781 dollars on his account. The revenues of Mr. Governor in given year amounted to 10 million 329 thousand 630 drams. As of 2014, the Governor’s wife’s account amounted to 6 million drams. Her revenues amounted to 819 thousand 960 AMD.

According to the declaration, NA MP Gagik Tsarukyan’s son-in-law, Karapet Guloyan, who is appointed Governor of Kotayk marz since April 2, 2015, is one of the richest governors. As of last year, his account amounts to 1 billion 344 million 950 thousand drams. The income of the Governor of Kotayk marz amounted to 5 million 637.647 AMD per year. We learned from Karapet Guloyan’s declaration that in 2015 he submitted a loan of 700 thousand drams. The funds on the account of his wife amounted to 17 million drams and 44 thousand dollars. This year, Karapet Guloyan’s woman has purchased a piece of land worth of 14 million drams. According to the declaration, the wife of the Governor of Kotayk marz has nor purchased or sold any property this year. The newly appointed Governor of Shirak, Hovsep Simonyan, has not yet submitted a declaration on his property. The Governor of Syunik marz, Surik Khachatryan, has 0 AMD on his account in early 2015, in the year-end, his account amounted to 7 million drams. In the beginning of the year, the account of the Governor of Syunik marz amounted to 2 thousand 999 dollars, in the year-end, it was 3 thousand 825 dollars. Last year, according to his completed declaration, a loan of 1 billion 501 million drams was returned to Surik Khachatryan. Syunik Governor’s annual revenues from the wages amounted to 5 million 977.400 AMD, from the interests received for loans or other remuneration, as mentioned in the declaration, 48 million 388 thousand drams, Mr. Khachatryan’s revenues from the payment received for rental amounted to 16 million 200 thousand drams. Syunik Governor’s wife’s revenues in given year amounted to 2 million 200 thousand drams. According to Surik Khachatryan’s son, Tigran Khachatryan’s declaration, his revenues amounted to 350 thousand drams which were generated from the payments of a job. The other son of Surik Khachatryan living with him, Trdat Khachatryan, has also submitted a declaration but no information is stated there.

Vayots Dzor Governor, Harutyun Sargsyan’s only income is the payment for work. His revenues as of the last year-end amounted to 6 million 592 476 drams. As we see from the Governor’s declaration, he had no funds on his account in 2015, nor he has purchased or sold a property, nor taken or returned loans. There was also no funds on the account of Vayots Dzor Governor’s wife. We have learned from his declaration that the revenues for this year amounted to 2 million 280 thousand drams. Hovik Abovyan, the Governor of Tavush marz, noted in his declaration that he has purchased a TOYOTA LAND CRUISER car for 7 million 500 thousand AMD.  The Governor’s declaration which Mr. Abovyan completed last in 2014 reads that he has 40 million drams and 200 thousand dollars on his account.

In the end of the year, Tavush governor’s revenues were reduced, leaving only 31 million 300 thousand drams and 110 thousand dollars on his account. Hovik Abovyan’s revenues in 2014 amounted to 2 million 583 thousand 328 drams. The property of Tavush governor’s wife, according to the declaration, in the beginning of the year totaled 135 million AMD, which was reduced in the end of the year by 101 million drams. She also has 400 thousand euros on her own account.
