Government Set to Introduce Electronic Notary System

A regular Cabinet meeting was held today, chaired by Prime Minister Hovik Abrahamyan.

The Government approved a package of bills on amendments to the Law on Notary Services and a number of other legal acts. The amendments are supposed to introduce one-stop-shop services, which will enable online operations through electronic processing of documents with notary-certified signatures, which in turn will rule out the possibility of falsification of hard copies of documents and will increase the security of transactions and ensure high quality of services. An electronic database of powers of attorney shall be set up under the bill, which will reduce the risk of counterfeiting. An electronic database will be available for inheritance instruments and bequests in a protected domain to provide for enhanced security in these transactions. At the same time, the processing of heritage-related documents will be considerably simplified and automated. The system should be combined with the civil registration database to ensure clear awareness of instruments of inheritance in case of a death. In addition, it is expected to handle issues related to the notary’s liability.

Notary’s material liability shall be limited only to the compensation of intentional damage caused to citizens. The bill envisages responsibility for loss of property caused by negligence.

The Cabinet approved a procedure to be followed in establishing and running an integrated information system of scientific and industrial achievements of organizations associated with the military-industrial complex.

Another decision was approved to introduce a development and maintenance system for cataloging a list of entities within the military-industrial complex, as well as a procedure to follow in granting the status of base entity to those organizations fulfilling State orders for the needs of the military-industrial complex.

The Ministry of Economy will be provided money from the Government’s Reserve Fund to host on September 20 an international conference entitled “Armenia as a gateway to large markets.” The event will help raise awareness of locally produced products and promote cooperation in this area.

The Government made changes to its September 2-dated resolution On Working Day Transfer. Accordingly, the working day of September 12 will be moved to September 24 instead of September 17.
