After the RPA Executive Body and Board Council session, RPA Deputy Chairman Armen Ashotyan told the journalists that RPA has nominated former Mayor Karen Karapetyan for the post of the prime minister and the RPA party Council has unanimously given its consent. In this respect, Aravot.am asked the expert Movses Demirtshyan about his opinion on this change, in response to which the expert noted that he does not think that Hovik Abrahamyan has ceded Karen Karapetyan and he will come for Hovik Abrahamyan to resign, “I think that Hovik Abrahamyan’s resignation is associated with RA President’s recently made statement to form a government of national accord.”
The expert assumes that Karen Karapetyan’s appointment was selected purposefully so that there would not be anyone who is well known to the society, has worked here for many years and the society has managed to know his bad sides, “I think that such a person is selected who is secured from all this. Why not, this also is an evidence of Russian policy and strengthening of some forces in Armenia.” The expert also associated Karen Karapetyan’s nomination with the society of Armenia demonstrating ahead of the elections that the government is ready to make the changes, about which the President mentioned after the activities of “Sasna Tsrer.”
“Next year, we are having parliamentary elections, and the parliament will elect a president who will not have that such powers that the current president has, maybe this way it can be explained, and other staff changes are not ruled out. Since we are not going to have a strong presidential governance but a bit decentralized governance where there will be a few people, hence, the identity of these persons is becoming more important,” – noted Movses Demirtshyan.
The experts did not see particular grounds for making serious changes in the level of ministers as according to him, each minister is responsible for a specific industry and is working as much as it is possible, “In fact, the matter should be about changing the government leader rather than the entire personnel, perhaps Karen Karapetyan will not also do a lot of personnel changes as he also clearly understands that it is not the personnel changes that solves many problems in the spheres.” The expert thinks and also rules out that Karen Karapetyan is coming to bring votes, to do a party’s work or for doing serious personnel changes.
