‘Armenia’s south railway’ construction project all up in the air?

The government intends to liquidate the “Railway Construction Directorate” CJSC.  This becomes known from the government session agenda as of January 12.  The government decree reads, “Because the “Railway Construction Directorate” CJSC of the Ministry of Transport, Communications and Information Technology has no other functions except the control over the design and construction of the southern railway lines.  Currently, the negotiations with the partner concessionaire “Rasia FZE” Investment are delayed for an indefinite term, hence it is appropriate to liquidate the “Railway Construction Directorate” CJSC of the Ministry of Transport, Communications and Information Technologies.”

Note that Joseph Borkowski, Chairman and CEO of “Rasia FZE” Investment company, Commercial Project Manager of “Southern Railway of Armenia” and “Southern High Speed Road”, visited Armenia in February 2014.  He presented the RA government the construction project of “Southern Railway of Armenia”, its economic and technical justification.  It was designed that the railway will be 300 km in length, it should have bridges and 60 tunnels and 27 stations.

Borkowski had assured that the “Southern Railway of Armenia” which was scheduled to begin the activities in 2022 will connect Asia and Central Europe with the shortest route, the total cost of the project amounted to USD 3.2 billion.  At that time, they were assuring that the construction will last up to 6 years, moreover, according to plan, the construction works were to begin in 2016 and end in 2022.  And now, in fact, because of delay in the negotiations with “Rasia FZE” company for an indefinite term, the “Railway Construction Directorate” CJSC is dissolved.
