Youths avoided military service must notify Armenian Police on their return to refrain from problems on border checkpoints

Some youths, who had avoided of the military service, return to Armenia from abroad with the aim of army conscription at the call of Prime Minister Nikol Pashinyan. They amounted to 90 by July 1, according to Khachik Muradyan, the Head of Second Department of the General Department of Criminal Intelligence of the Police of Armenia. The main stream of returners is from CIS countries and the Russian Federation. During the government session, Chief of Police of Armenia, Valeri Osipyan was tasked by the PM to provide the unimpeded return of the youths.

Mr Muradyan was asked how the return of the youths should be organized for them not to have issues on border checkpoints and to escape financial damages. According to Khachik Muradyan, the return of the youths, particularly from the Russian Federation and CIS countries was unimpeded. He said, before their departure the youths should inform the regional department, having announced them in search, about their return, for the department to be able to transmit the proper information to the respective bodies, for example to the Police department serving a certain airline, regional transport department, and for them to let the youths depart without any disturbance. It means, the person should notify the respective bodies in advance, for the law enforcement bodies of the particular country check the person and decide whether to allow or ban his departure hereby refraining from being late from the flight and return easily. “Because a part of them return upon their return documents, that is – on the ground of their certificate for return. That certificate is taken from the Embassies of Armenia, consulates. They have respective deadlines, they are not termless. And consequently, if they properly notify and inform, it can be both orally and written, through the relatives,” added Khachik Muradyan.

As stated by Mr Muradyan, when the decree of the PM was in place, the Deputy Chief of Police tasked the regional departments of Yerevan and the heads of airline departments of “Zvartnots” airport to organize the proper and unimpeded welcome of the persons of the mentioned category within the territory of the Republic of Armenia, before introducing to the pre-investigation body.

According to Mr Muradyan, the 90 returnees have properly informed about their return for the purposes of military service before their departure. “They have informed about their return, the name of the airport, and the Police respectively send a written notification to the departments serving the particular airline of the given region, asking to support the unimpeded return of the person to Armenia,” continued Mr Muradyan.

The Head of Department also noted that some cases regarding the decision of the particular country on banning the departure of the person from its territory might also happen, inasmuch as each person residing in a particular country is subject to the law of that particular country and the disobedience or the failure to respect them might also serve as a ground for banning the departure.

Mr Muradyan informed that all contact numbers are attached on police.am, the official website of Armenian Police: “The person can simply call to the regional division, where he is registered, and inform. The response will be received quickly. The person will be aided by respective letters for him to be able to return to Armenia unimpeded via the mentioned flight. His welcome in the territory of Armenia will also be organized.”
