On October 30th, the Ministry of Finance of Azerbaijan published the budget plan for 2019, where military expenditure was estimated to be approximately 3.038 billion manat (which, according to exchange rates on October 30th, is approximately 1.787 billion USD). This has increased 4.6 percent from military expenditure in 2018.
It is important to note that the 2018 budget, which was accepted on December 29, 2017, military expenditure was estimated to be 2.7 billion manat. In comparison, the military budget for 2019 has increased by 11 percent.
However, the military budget increased in July of 2018 in connection to changes in the value of the dollar, and reached 2.9 billion manat. This means that the budget in 2019 will increase by 4.7 percent.
