The goal of the programme is to improve the accessibility to the markets and services for the rural communities through improving the roads of vital importance

At April 7 sitting of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs moderated by Mane Tandilyan the draft law on Ratifying the Loan Agreement Second Additional Financing of the Road Net Improvement Programme of the Vital Importance was debated presented by the RA Minister of Territorial Administration and Infrastructure Suren Papikyan.

The goal of the programme is to improve the accessibility to the markets and services for the rural communities through improving the roads of vital importance and strengthen the capabilities of the transport connected with the relevant Ministry to manage the road net of vital importance.

In his speech the Deputy Chair of the Committee Artak Manukyan called on his colleagues to vote for it to record a positive step in the effective public resources management.

The legislative package on Making Addenda to the RA Law on Consumption Crediting, on Making Addenda to the RA Law on Trade and Services and on Making Amendments and Addenda to the RA Code on Administrative Offences authored by the NA deputies Artak Manukyan and Varazdat Karapetyan was debated in the first reading.

In his speech Artak Manukyan has noted that by the legislative package an attempt is made to regulate the approaches on interests.

The co-author of the legislative package Varazdat Karapetyan has underlined that the goal of it is to give credits to the people taking into consideration their incomes.

According to the Committee member Tigran Ulikhanyan, an attempt is made to protect the consumer’s interests.

Presenting the viewpoint of the government the Deputy Chair of the RA Central Bank Nerses Yeritsyan has stated that the executive body is for the solution of the problem through the package. He touched upon the risk assessment in the crisis conditions created in the context of the protection of the consumers’ interests, the ongoing processes in the bank system and the loan conditions.

The Committee endorsed the item together with the abovementioned recommendations.

The package of bills designing amendments and Addenda to the Law on Amending the RA Civil Code was also debated in the first reading. The RA Deputy Minister of Economy Naira Margaryan presented details concerning the package of bills.

The Committee member Yeghishe Soghomonyan has noted that there are problems on the leasing application toolset. According to the MP, he will also submit recommendations from the first to the second reading period. Yeghishe Soghomonyan proposed to postpone the voting of the draft law or work from the first to the second reading and improve it.

The Committee Chair Mane Tandilyan also agreed with her colleague to postpone the debate of the draft law.

As a result of voting, the package of the draft laws was not endorsed by the Committee.

The debate of the draft law on Ratifying the Agreement on Financial Cooperation for 2016 between the RA Government and the Federal Republic of Germany was postponed up to two months.
