Support card of the persons appeared in the hard situation of life will be provided, responding to their prior needs and providing food, clothes and property of first necessity. The amount of money for different social groups and situations will be different: it will be set by the Government.
The RA Deputy Minister of Labor and Social Affairs Anna Zhamakochyan informed about this at June 8 extraordinary sitting of the NA Standing Committee on Labor and Social Affairs during the debate of the draft law on Making Addenda and Amendments to the Law on Social Support authored by the RA Government.
The legal bases of the decisions functioning at this moment of the Government regulating the sphere are not provided in the law on Social Support. The Government committed to make reforms by the programme of its activities for 2021-2026, which are regulated within the framework of the law in force. Necessary legal bases will be created with the proposing legislative amendments, and it will be possible to make reforms with sub-legislative acts.
According to Anna Zhamakochyan, quick response mechanisms are necessary for creating new social support services, with which legal bases of flexible policy will be created in the social support. The Government is authorized an opportunity of setting other kinds of social services, and its need emerged already in the past two years, in the crisis situations. The system was tested: a number of donor organizations, international partners joined to the social supports established by the Government, which were especially provided for the citizens displaced from Artsakh. The policies of different concerned sides for providing addressed support to the targeted groups.
