On December 8, the parliament at the sitting debated in the second reading a group of legislative initiatives and passed them. It is expected to ensure by the draft law on Making Addenda to the Law on Medical Aid and Service of Population the implementation of the assignment of N 02/10.3/3776-2021 of November 2, 2021 of the Prime Minister by the adoption of the sub-legislative legal acts defining relevant authorizing norms, the statistics management of the maternal and child mortality and by the establishment of the order and terms of providing information for implementing monitoring.
The Deputy Head of Police Artur Martirosyan presented the draft law on Making Amendments and Addendum to the law on the RA Citizen’s Passport and the enclosed legislative package. As a result of the package, the RA citizens will have opportunity to receive the passport designed by the N 821 decision of December 25, 1998 until the complete system introduction of the new biometric passports.
It is also envisaged to stop providing the biometric passports to the RA citizens until January 1, 2024.
As a result of the adoption of the bill on Making Addendum to the law on Public and Individual Notification vie Internet available in the package, physical entities will obtain electronic e-mail not jointly with the identification card, but from the moment of getting other public service code number.

The RA Deputy Minister of Labor and Social Affairs Tatevik Stepanyan presented the draft law on Amending the Law on Local Self-Government and the enclosed legislative package. The revision of the drafts is conditioned by the adoption of the RA Laws On the Person’s Functionality Assessment and On Rights of Persons with Disabilities.
The last item that was debated was the draft law on Amending the Law on Remuneration of the Persons Holding State Positions and State Service Positions. After the bill being passed in the first reading there one proposal on it, which the author accepted. The Chair of the NA Standing Committee on Labor and Social Affairs Heriknaz Tigranyan proposed to remove the first article from the draft, which was accepted.
The NA Head Committees endorsed the drafts.
The parliament by voting passed the draft laws debated today and on the previous day, including also the draft law on the RA State Budget for 2023.
Tomorrow, on December 9, the parliament will convene an extraordinary sitting.
