“It is necessary to achieve that Azerbaijan stands before the international tribunal”-Naira Karapetyan

“And regarding the closure of the corridor, we are unaware of what kind of “verbal agreements” there are, what has been negotiated in different formats for two years, and what promises Pashinyan and others have made on behalf of the Armenian side.” The interlocutor of “Aravot” is Naira Karapetyan, former deputy of the National Assembly and president of the “European Integration” NGO.

– There is a humanitarian crisis in Artsakh. Why did we get to this situation? Who is responsible, and what are the solutions?

– We have reached this state due to a specially developed and consistently implemented program, the visible start of which was set in April 2018, unfortunately, with the direct support of many of our compatriots. The agenda setters had several options, but the worst was chosen: heavy war, losses, and pain, resulting in dullness and partial indifference. Naturally, the authorities of the countries involved in the war, Armenia and Artsakh, are responsible.

And regarding the closure of the specific corridor, we are unaware of what kind of “verbal agreements” there are, what has been negotiated in different formats for two years, and what promises Pashinyan and others have made on behalf of the Armenian side. The way out is to properly deal again with the Russian side and the international community regarding the closure of this particular corridor because the enemy intends to open the track in exchange for another “concession.”

-Artsakh human rights defender Gegham Stepanyan said in his recent interviews that international structures are always well aware of the problems. Why are there no quick and targeted answers to his question? They said that they maintain impartiality. As a member of parliament who has worked with international organizations, can you tell us our shortcomings and why we cannot turn the center of gravity towards us, even in such dangerous and extraordinary situations?

– Let’s recall how the war started. Azerbaijan is violating international legal norms. Also, the principle clearly defined in the format of the OSCE Minsk Group, which has the sole mandate for the resolution of the Artsakh problem, the exclusion of the use of force and the threat of use of force, attacked the Republic of Artsakh.

During the war, they used prohibited weapons, including against the civilian population, shot and subjected prisoners to inhuman torture, and destroyed cities, hospitals, and cultural monuments. To this day,  they continue to keep our boys by force, and as a result of all this, not only was he not recognized as a war criminal, but also direct negotiations began with him. First, it is necessary to ensure that Azerbaijan stands before the international tribunal. Only this case, the closing of the corridor, definitely shows that despite the fiery speeches, Azerbaijan does not value the lives of the people living there in any way. There can be no question of any “peaceful coexistence.”

According to its definition, “its citizens” can be calm and be left without food, medicine, medical care, gas, etc. In short, Azerbaijan is not interested in the Armenians living there. Moreover, Azerbaijan wants to depopulate it. We must present this and many other examples to the international community in every possible way.
