December 20,2022 12:33

“As you know, it has already been four days that the people of the Republic of Nagorno-Karabahk (Artsakh) are blocked by the Azerbaijani Republic.

On December 12, 2022, Azerbaijan again blocked the only road (the Kashatagh (Lachin) corridor) connecting Artsakh to the Republic of Armenia and the outside world.

After the aggression unleashed by Azerbaijan in a grave violation of Article 4(2) of the UN Charter and causing thousands of casualties and the destruction of civilian infrastructure, still unrestored Artsakh and its more than 120,000 inhabitants, have been targeted again. tens of thousands of children, women and the elderly are facing a humanitarian disaster.

Azerbaijan does not hide, even officially has declared many times that the final goal of all these is the ethnic cleansing of the Armenians of Artsakh or their extermination, which is one of the manifestations of the crime of genocide, defined by Article 2 of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide, thus deliberately inflicting on the Armenians conditions of life calculated to bring about their physical destruction in whole or in part.

The International Court of Justice of the United Nations also stipulated its position about the policy of Armenian hatred in Azerbaijan at the highest official level in the interim decision issued in the case of Armenia vs. Azerbaijan on December 7, 2021. By doing so, the Court calls to take all necessary measures to prevent the incitement and promotion of racial hatred and discrimination, including by the Azerbaijani officials and public institutions, targeted at persons of Armenian national or ethnic origin.

Having in mind the strong commitment of the people and the Government of the United States of America to the Humanity, Justice and basic principles of International Law,

Recalling the Freedom Support Act from 1992 accepted by the US Congress (Public Law No: 102-511) –

And noting the main rule stipulated in it, to the Azerbaijani hostile actions towards Armenia and Nagorno-Karabakh, in accordance which:

“United States assistance under this or any other Act may not be provided to the Government of Azerbaijan until the President determines, and so reports to the Congress, that the Government of Azerbaijan is taking demonstrable steps to cease all blockades and other offensive uses of force against Armenia and Nagorno-Karabakh” (SEC.907).
