Azerbaijan continues to use the infrastructural vulnerability of Artsakh to intimidate civilians. On January 17, 2023, at 13:00, the Azerbaijani side again deliberately disrupted the operation of the only gas pipeline running from the Republic of Armenia to Artsakh. In the conditions of cold winter, 120,000 residents of Artsakh are deprived of heating and hot water. This situation is aggravated by the humanitarian crisis created by Azerbaijan as a result of the blockade of Artsakh, which has been going on for 37 days. The current situation leads to widespread and ubiquitous violations of fundamental human rights. The systematic crimes consistently carried out by Azerbaijan after the establishment of the ceasefire on November 9, 2020, the complete blockade of Artsakh, deliberate failures in the operation of infrastructure, and other criminal actions are irrefutable evidence of Azerbaijani aspirations to subject Artsakh to ethnic cleansing and genocide of the Armenians of Artsakh.
