High ranking delegations to arrive in Armenia by legislative initiative also by Deputy Prime Ministers’ invitation

It is proposed by the draft law on Making Amendments and Addenda to the RA law on State Protocol also to include in the notion ‘high ranking delegations’ the delegations arriving in the Republic of Armenia by the RA Deputy Ministers’ invitation the delegations led by the Deputy Prime Ministers of the foreign states arriving in the Republic of Armenia, taking into consideration the fact of having procedure and protocol greater role and organizing the visits of the Deputy Prime Ministers at decent level and operatively in many countries, including our country: the RA Deputy Foreign Minister Mnatsakan Safaryan at April 6 sitting of the Standing Committee on Foreign Relations.

As the RA Deputy Foreign Minister assured, it was designed by the Deputy Minister’s invitation the format of financing the guests arriving in Armenia, as well as the financing of the expenditures regarding the RA visits of the high ranking officials is carried out on the basis of the report presented of the state protocol service, according to the documents substantiating the factual expenditures by the Prime Minister’s decision.

According to the Deputy Minister, authorizing norm was established for making decision on defining the list of the international organizations and other international structures for the RA Prime Minister, whose high ranking delegations arrive in the Republic of Armenia by the invitation of the RA President, the RA Prime Minister, the RA Deputy Prime Ministers and the Foreign Minister.

Mnatsakan Safaryan noted that the expression ‘and other international structures’ was added on the list of the international organizations, in order the European Union will not be out of the list. Though the European Union is not an international organization, but it fully enjoys all the privileges prescribed by the Vienna Convention on Diplomatic Relations of 1961, as the at the revision of the Convention the EU has no current structural peculiarities.

The co-rapporteur, the Committee member Lena Nazaryan indicated a number of provisions, which need to specified. They will be rectified during the period from the first to the second reading.

The bill was endorsed.
