He emphasized that the Nagorno-Karabakh Republic was not recognized under any RA government, and this is a fact. Then Rubinyan repeated Nikol Pashinyan’s thesis regarding the “Madrid principles,” that according to the “Madrid principles,” RA agreed that a new act of self-determination is needed, and Azerbaijan must agree. “I regret to say that RA, in the name of the government at that time, actually agreed to the restriction of the right of self-determination of the people of Nagorno-Karabakh,” said Ruben Rubinyan. He also asked the opposition: “If Armenia does not recognize Nagorno Karabakh as independent, then what does it recognize as?”
