July 14,2023 14:30

The NA Standing Committee on Defense and Security debated and endorsed the package of drafts on Making Amendments and Addenda to the Law on Regulation of Arms Circulation and on Making Addenda and Amendment to the Law on State Duties at the extraordinary sitting of July 13 in the second reading authored by the Government.

According to the key rapporteur, the RA Deputy Minister of Internal Affairs Arpine Sargsyan, the draft laws regulate the problems arisen in the field of arms circulation and eliminate existing legal inconsistencies.

The Deputy Minister noted that after the first reading, the Government presented two proposals of a technical nature, which were adopted.

The co-rapporteur, the Committee member Vilen Gabrielyan, highlighting the adoption of the legislative package, informed his colleagues that a new legislative initiative will be put into circulation in the near future, which, according to him, will thoroughly improve the field.

The deputy of the Civil Contract Faction Gurgen Arsenyan, touching upon the problems of the sector, mentioned that bureaucratic problems often arise in connection with the extension of the weapon permit period, which is unacceptable.

In response to his colleague’s observation, Vilen Gabrielyan stated that the term of the weapons permit is set at 10 years instead of 5 in the legislative package.

Arpine Sargsyan noted that all the problematic issues will be solved with the new legislative initiative.

The Committee members endorsed the revised package of drafts.
