“Granting an international mandate to Russian peacekeepers is the most optimal solution; we believe in the common sense of the international community.” Member of the Artsakh National Assembly

On the agenda of the National Assembly of the Artsakh Republic on July 21 was the message of the National Assembly of the Artsakh Republic presented by the NA factions. MP Marcel Petrosyan (pictured) presented the message “Regarding the UN taking appropriate measures to enforce peace in Artsakh.”

With this message, the National Assembly of Artsakh also raises the issue of granting an international mandate to the Russian peacekeeping mission in Artsakh.

MP Karen Hovhannisyan asked a question to Marcel Petrosyan. “Today, Russia is in a severe conflict with the West, on the Ukrainian front and not only. Please discuss: when we turn to the UN Security Council, do we expect Armenia to reach the point where the Russian peacekeeping force is given a UN mandate?

Can the UN find it convenient to endow another troop with that mandate and send it? In that case, what effort will Armenia make to settle the issue of granting the UN security mandate for the Russian peacekeepers? It is better if we should immediately turn to the UN; they will decide based on the fact that there is a severe conflict between Russia and the world. And our problem today is the security of Artsakh,” said the deputy. Marcel Petrosyan noted the General Assembly of the Security Council’s joint decision gives the UN’s mandate.

“The problem is that today we are aware that some negotiation processes are underway between the superpowers, so to speak, the former co-chairs of the OSCE Minsk Group. It is not excluded that they can come to a common denominator. As for the issue of granting an international mandate to the Russian peacekeeping forces, we do not decide this in all cases, we only present a proposal, which is perhaps the most optimal, and we believe in the common sense of the international community. We think they will show the right approach in this matter,” said Marcel Petrosyan.

NA Speaker Arthur Tovmasyan added: “When we look at the history of negotiations, there needed to be a document on which Russia, the USA, and France did not express the same point of view on strategic issues. And the Artsakh conflict was the only one in which Russia, the USA, and France had almost the same point of view regarding the final solution to the problem. In the case of Kosovo, we saw that it is not so; in the case of South Ossetia and Abkhazia, we saw that it is not so. Our conflict differs from all conflicts in the world in this sense.

“Perhaps the Artsakh conflict will bring peace to the whole world, in the sense that the Artsakh problem is the problem that in this difficult period when the danger of the cold war already exists, those states that have not discussed any issue together for a long time gathered about the Artsakh problem,” said Tovmasyan.
