“The Ministry of Foreign Affairs should apply to the UN Security Council to adopt a resolution on Artsakh.” “The Opening” sent a message to the Foreign Minister

September 06,2023 11:45

“The Opening” civil initiative sent a message to the RA Ministry of Foreign Affairs today. Narek Ayvazyan, a member of the initiative, announced that they are appealing to the Foreign Ministry so that the RA Foreign Ministry once again addresses the UN Security Council, proposing to adopt a resolution by which the Armenian people of Artsakh will receive humanitarian aid, the Berdzor corridor will be opened, and Aliyev will be held accountable.

“The resolution should also include a clause on the protection of the rights of the Armenian people of Artsakh, where political rights will also be included,” he said. (It should be noted that permanent members of the UN Security Council can propose a resolution. Armenia is an invited member.-ed.). Narek Ayvazyan read their appeal to the Minister of Foreign Affairs Ararat Mirzoyan, where it is stated that the blockade applied by Azerbaijan has put the Armenian people of Artsakh in front of inhuman difficulties, depriving them of fundamental human rights and creating a humanitarian disaster.

“Our demand contains the following vital points, which we conveyed on August 29-30 to the leaders of the permanent members of the United Nations Security Council, the United States of America, the Republic of France, the United Kingdom of Great Britain, and Northern Ireland, and the People’s Republic of China, and called for the pursuit of humanity implementation of commitments.

– Transfer of humanitarian aid to carry out the immediate delivery of humanitarian assistance through the Berdzor corridor. Timely action is critical to prevent further deterioration of the humanitarian situation. Alternative ways belittle the free expression of the people of Artsakh and legitimize blocking the vital corridor disrupted by Azerbaijan and its sponsors, changing the essence of the problem from a political one to a purely humanitarian one.

– Opening the Berdzor Corridor and ensuring continuity; opening the Berdzor Corridor to ensure the delivery of necessary humanitarian aid to the Armenian people of Artsakh, guaranteeing its further uninterrupted operation. This lifeline is essential to alleviate Armenians’ suffering and meet the population’s basic needs.

– Confirmation of responsibility, citing the UN Convention on the Prevention and Punishment of the Crime of Genocide of December 9, 1948, to hold the leadership of Azerbaijan and its accomplices accountable for subjecting the Armenian people of Artsakh to genocide. The international community must be united against such heinous violations and torture.

– Restoration of violated rights; affirm the rights of the Armenian people of Artsakh, including their inalienable right to life and political self-determination. As a fundamental principle of international law, this cornerstone principle should be recognized and respected. The recent actions of the Azerbaijani leadership, the attempt to transfer “humanitarian aid” through the Azerbaijani Red Crescent Society, unwittingly prove the existence of a humanitarian disaster in Artsakh. The tactic of blocking the Berdzor Corridor and creating an illegal checkpoint has directly placed the blame for causing enormous suffering on them. In addition, Hikmet Hajiyev, assistant to the President of Azerbaijan and head of the foreign political affairs department of the Staff, in an interview given to the British BBC on August 30, that the Lachin corridor will be opened within 24 hours after the opening of the Aghdam-Stepanakert road, also proves that the Berdzor Road is closed, and the blocking party is Azerbaijan itself.

Azerbaijan’s intentions to deny the existence of a humanitarian disaster, create false religious divisions, and accuse the government of the Republic of Artsakh of self-imposed blockade only revealed the actual goals of their policy. This situation should motivate the international community to hold Azerbaijan’s dictatorial leadership and its supporters accountable actively. Moreover, we request the RA Foreign Ministry to use this significant development as a basis for demanding the adoption of a decisive resolution by the UN Security Council. And we trust and reaffirm that the essential points summarized below should be central to that resolution.

– Immediate delivery of humanitarian aid through the Berdzor Corridor,

– Opening of the Berdzor Corridor, ensuring its safety, unhindered and unlimited work,

– Bringing Azerbaijan’s leadership and accomplices to justice based on committing genocide,

– Confirmation of the rights of the Armenian people of Artsakh, including the political rights”, is mentioned in the application addressed to Ararat Mirzoyan.
