It is proposed to regulate the process of providing property to community non-commercial organizations with the right to use it free of charge by law. For this purpose, the existing law is planned to be supplemented with a new Article 5.1.
Accordingly, it is proposed to define that the RA Government can, by its decision, attach any property to a community non-commercial organization with the right to use it indefinitely and free of charge and take back the property attached to the community non-commercial organization, the community non-commercial organization does not have the right to expropriate the secured property or its rights to it, pledge it, give it for free use, etc.
The Head of the State Property Management Committee of the RA Ministry of Territorial Administration and Infrastructure Arnak Avetisyan said this while presenting the draft law on Making Addendum to the Law on Non-Commercial State Organizations at the September 6 sitting of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection for debate in the first reading.
According to the key rapporteur, with the adoption of the draft, it is expected to regulate the process of providing property to community non-commercial organizations with the right to use it free of charge.

The members of the Committee were mainly interested in the statistics of how many real estates there are and how the process of providing them free of charge will take place.
According to Arnak Avetisyan, these statistics will be provided after the first reading. He urged the communities to present clear plans, and the Government will do everything possible to support their implementation.
As a result of debate, the draft law was endorsed.
