Process of providing by right to free of charge use of the property to community non-commercial organizations is regulated

The proposing addendum stems from the necessity of regulating the process of providing the by the right to the free of charge use of property to the community non-commercial organizations.

On October 18, the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection debated in the second reading the draft law on Making Addendum to the Law on State Non-Commercial Organizations.

The Head of the State Property Management Committee of the RA Ministry of Territorial Administration and Infrastructure Arnak Avetisyan informed that in practice there are often cases, when the communities apply to the state for providing the properties to them by the right of free of charge being in their territory, but as they are going to be operated in fact by the State Non-Commercial Organizations (SNCO) – kindergartens, centres of culture, art schools, etc., need arises to provide them directly to those organizations for free of charge use, which is not regulated by law, and that process causes additional complications for the communities.

“Thus, we propose to define the same regulations for the Community Non-Commercial Organizations (CNCO), which at this moment is designed for the State Non-Commercial Organizations,” Arnak Avetisyan clarified.

The Committee endorsed the draft.
