The interlocutor of “Aravot” is public and political figure Mikael Hayrapetyan.
– Mr. Hayrapetyan, after the ethnic cleansing in Artsakh, what opportunities do you see for the return of the people of Artsakh, or is the issue of Artsakh closed?
– After the ethnic cleansing of Artsakh, at this moment and shortly, there is no possibility of the return of Artsakh residents, and there is no need unless, of course, we want to once again turn our blood relatives into petty cash for big players. However, this does not mean that the issue of Artsakh is finally closed. Even if the current authorities of Armenia want to, they cannot complete the case because the power centers that have turned the issue into a buying and selling issue and started a profound war against each other will not allow it. As we failed to close the case of seven regions for 26 years, Azerbaijan will not be able to complete the issue of Artsakh. We have to prepare to be in a profitable position seriously.
– The issue that the decision of the President of Artsakh to dissolve the Republic of Artsakh has no legal force is being discussed a lot. Therefore, what path should be followed? How is it possible to dissolve the republic declared by referendum by the decision of one person?

– In 2020, we all saw that the Artsakh issue was not legal, no matter how indiscriminately the leaders of all major powers of the world repeatedly repeated that “the Artsakh issue has no military solution.” But this is not the solution either; but only a painful and depressing stoppage. Of course, the decision to dissolve the so-called president of Artsakh was a disgrace and a trigger for further difficulties. Still, when favorable conditions are created (and such will be created someday), no one will even look at the pitiful signature of that president. Let me repeat: it is necessary to prepare, as Azerbaijan prepared for 26 years.
– It is evident that after the seizure of Artsakh, Azerbaijan would not stop, and the subsequent territorial demands are being presented to Armenia. How do you assess the situation we are in? Is this concessionary policy pursued by the government adequate in the created geopolitical situation?
– We are exaggerating when we think that Azerbaijan is the one to stop or not. Azerbaijan is just a blunt instrument in the hands of an actual executioner. There are not a few among us who did not stop for a second with the demands of “six regions,” it is deep down the same as some people stop at 29.8. Whether we stop or not stop will be valuable only when we have an actual project, which will come from the logic of the historical moment and civilization development. Our condescension policy needs to be adequate in the context of current realities, especially since their condescension is in a radically different, more dangerous place, not in the talk of enclaves or corridors. But this is a much longer and other topic.
– And therefore, what should be done, what should be our actions as a nation, what opportunities do you see to break the situation?
– As a nation, our main task is to determine what role we are ready to assume in this part of the human organism, that no one else can do better than us, and not with the brilliant mind and language of Armenian poetry, but with the understandable and persuasive language of the world of our time, but not by crawling and ripping. We could not do this beginning with the Madras group, although Davit-Bek and Garegin Nzhdeh have made successful attempts. The situation is alarming today, but the breakthrough you mentioned is not impossible. It’s just that it’s not only outside the scope of Russia’s apolitical demand to replace one appointee with another, but it’s also not a topic of public discussion. After all, your publication will be read not only by the Armenian builder but also by the foreigner, to whom there is unfortunately no shortage of willing to serve.
