Proposals submitted to EU delegation regarding support of forcibly displaced Armenians from Nagorno-Karabakh discussed

A work discussion was held at the initiative of the Standing Committee on Protection of Human Rights and Public Affairs of the National Assembly. The focus was on the proposals presented to the delegation of the European Union regarding the support of the forcibly displaced Armenians from Nagorno-Karabakh.

The MPs, the Political Officer and Focal Point for Human Rights of the EU Delegation Maria Papamichail, the Coordinator of the YSU educational programmes Svetlana Minasyan, the Professor, Head of YSU Cultural Studies Department Hamlet Petrosyan, International Law specialist, Lawyer Ara Ghazaryan, and the Lawyer Tigran Yegoryan were present at the discussion.

Welcoming the participants, the Deputy Chair of the NA Standing Committee on Protection of Human Rights and Public Affairs Rustam Bakoyan noted. “We have regular meetings with our international partners, and have recently met with the Ambassador of the European Union, who offered to present to them proposals concerning the support of the forcibly displaced Armenians from Nagorno-Karabakh.”

The participants talked about the steps to be taken in the direction of preserving the historical and cultural heritage registered in Nagorno-Karabakh. According to the Professor, Head of YSU Cultural Studies Department Hamlet Petrosyan, the cultural heritage on the borders of both Nagorno-Karabakh and Armenia needs special management and presentation today. In this context, the speaker proposed to create a scientific administrative centre composed of the best specialists of Armenia, which will implement cultural policy in this sphere.

During the discussion, there was also a reference to the process of early and accurate inventorying of the lost property of the citizens of Artsakh forcibly displaced from Nagorno-Karabakh, compensation, the inclusion of the students forcibly displaced from Nagorno-Karabakh to Armenian universities, the establishment of privileges for them, the long-term compensation of the tuition fees.

It was mentioned that by the decision of the RA Government, up to 70 thousand AMD will be provided to each Artsakh student who came to Armenia after September 19 to cover tuition and other current expenses. The MP Lilit Stepanyan highlighted the support of the international partners in solving the problems faced by the forcibly displaced Artsakh residents.

Summarizing the discussion, Rustam Bakoyan thanked the participants for presenting many positions and proposals regarding the raised issues and noted that they will be handed over to the EU delegation in Armenia after the detailed study. The Deputy Chair of the Committee mentioned that there is a necessity to organize a similar discussion with the participation of the representatives of a number of state institutions.
